Summary

Major Duties:
Oversee the planning and coordination of agency wide implementation of Government-wide IT security defense strategies to ensure protection of the IT infrastructure.
Provide subject-matter expertise and support to planning/developmental forums and working groups as appropriate.
Identify need for changes based on new security technologies or threats.
Make recommendations regarding the selection of cost-effective security controls to mitigate risk (e.g., protection of information, systems and processes).
Communicates with all levels of management including Board members (e.g., interpersonal skills, approachability, effective listening skills, appropriate use of style and language for the audience).
Designated and/or random drug testing may be required

The Selective Placement Factor for this position is: Experience leading a Cyber Threat Intelligence and Technical Services team while serving as a supervisor in an enterprise-wide Cybersecurity Operations Center, responsible for leading a team of experienced cyber professionals, Vulnerability Assessment, Exploitation, and/or Threat/Warning Analyst in ensuring the confidentiality, integrity, and availability of systems, networks, and data through the detection and mitigation of cyber security threats

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience includes experience providing supervisory oversight and guidance to the Cybersecurity Operations Center (CSOC) staff that are responsible for monitoring the security and operational status of the agency's applications and performing a centralized capability to detect and respond to all cyber security incidents involving the organization's systems and networks.
Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. There is no educational substitution for the GS-15 level.

Supervisory Probationary Period: Applicants selected for this position may be required to serve a one year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.
This position is a critical sensitive position with a TOP SECRET clearance requirement and the tentative selectee must undergo and successfully complete a Single Scope Background Investigation (SSBI) background investigation as a condition of placement/retention in this position.
