Duties

Help
  • Identifies programs and processes that require revision or new program approaches and collaborates with senior leadership in design and implementation.
  • As required, prepares procedures and instructions for use throughout and documents processes and decisions.
  • Manages special assignments that originate from the DIG OIG components or external agencies; develops plans for and monitors progress in response and coordinates with responsible organizations.
  • Reviews final products, to ensure an integrated response that considers all relevant perspectives.
  • Maintains awareness of critical and sensitive issues, policy and program changes of DoD and OIG and changes in investigation protocols and standards.
  • Advises the DIG on current issues and recommends methods of addressing them . Ensures timely implementation of new requirements and that priorities of the DIG are fully considered and addressed.
  • Coordinates front office taskings and ensures completion in accordance with deadlines. These include the annual Strategic Plan, the Semiannual Report to Congress, the Annual Statement of Assurance, and other organizational reporting requirements.
  • Oversees the preparation of responses to congressional inquiries and information and action memos for the Secretary of Defense. Responsible for the review of correspondence for the DIG and ensures compliance with relevant editorial and style guides.
  • Represents the DIG in inter-agency and intra-agency negotiations, discussions, working groups and both formal and informal advisory forums to present, defend, and negotiate positions and recommendations
  • Responsible for strategic planning and evaluation and for related processes and requirements, including, but not limited to the annual Strategic Plan, Growth Plan, Annual Statement of Assurance, and the Semiannual Report to the Congress.
  • Manages a variety of special projects that cross organizational lines within AI and involve other OIG component and DoD organizations.

  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a two-year probationary period.

Qualifications

You may qualify for the GS-14 level, if you fulfill the following qualifications requirements:

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-13 or equivalent with knowledge of the mission and functions in an IG office managing a variety of projects and processes at the DIG level and providing advice to the DIG leadership of the full range of program issues and management operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Analytical skill to document bases for decisions, provide historical perspective and provide advice.
  • Knowledge of the major issues, program goals, objectives, work processes and business operations to manage program and operational issues.
  • Ability to persuade management to accept innovative proposals involving substantive programs and resources, and to represent the DIG in internal and external forums.
  • Skill in working with military and civilian officials and other external agencies to resolve issues.
  • Comprehensive knowledge of the DoD command structure to facilitate coordination.
  • Skill in written and verbal communication to present clear and concise information on OIG positions or rationale.
