Summary
This position is located within the National Human Genome Research Institute (NHGRI), Division of Policy, Communications and Education (DPCE), Communications and Public Liaison Branch (CPLB).
Plans, manages, oversees, and evaluates all programs and activities of the Office by providing day-to-day operations management, communication skills, and other technical expertise needed to carry out the mission of CPLB in a timely and effective manner.
Serves as a team leader for federal employees and contract staff.
Participates with the supervisor in developing, reviewing, and/or evaluating NHGRI's communications plan, media guidelines, and public affairs/public liaison programs and projects.
Designs strategies for communicating information about highly visible and priority program areas to the public and target audiences.
Represents NHGRI in NIH, HHS, government-wide, and national capacities where discussions, negotiations, and/or conferences involve communications in the health sciences and health-related issues of NHGRI.
Ensures that NHGRI public and internal website content, design, and visual presentation are current and high quality to communicate information about NHGRI research, programs, and priorities to target audiences, conducting periodic reviews as appropriate.
Serves as an expert advisor to NHGRI senior management on information dissemination, scientific communication, media relations, and public liaison issues.

Qualifications
In order to qualify for a Public Affairs Specialist, GS-1035 at the GS-14 level, you must have 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: representing an organization by disseminating pertinent and newsworthy information directly to editors of national, professional, and consumer print media and professional and voluntary organizations for publication or broadcast; developing and evaluating an organization's communication plans; advising organization staff on the interpretation of guidelines in public affairs; training staff on communication techniques to use when speaking to the media about their research; overseeing an organization's interaction with the press, through the development of press releases, background statements, press summaries, press conferences, etc.
You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
