Duties

Help
  • Responsible for informing employees about departmental, facility, and community activities and news through the internal information program.
  • Performs complete editing functions of the base newspaper.
  • Plans and organizes a community relations programs which is designed to promote positive relations between the base and surrounding communities.
  • Maintains a speaker and public appearance bureau, and operates the base tour program.
  • Establishes and maintains effective relationships with representatives of the local print and broadcast media.
  • Assess media coverage and recommends methods and techniques for disseminating information.
  • Provides advice and assistance to supervisor, project officers, and commanders regarding ongoing public affairs and community involvement activities.

  • This is a Temporary position NTE 30 Sep 2020. The individual selected for this position may be extended without further competition.

  • This is an Obligated Position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes concepts, principles, and practices of a public affairs program; communicating information through visual means which may include illustrations, photography, presentations, television/motion picture production, and base cable access television.

EDUCATION:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the concepts, principles, and practices of a public affairs and community involvement programs.

2. Knowledge of written and oral communication principles, methods, and techniques to conduct and coordinate public affairs activities for a variety of audiences.

3. Knowledge and general understanding of Air Force and Major Command programs and policies related to public affairs programs.

4. Knowledge of the principles and methods of newspaper publishing, including editing, layout, and makeup.

5. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.

6. Skill in working with people having similar interests in attaining mutually positive ends.

7. Skill in producing written information for audiences with different levels of understanding. Ability to plan and develop news stories.

8. Ability to present information orally in a logical, clear, and concise manner to audiences with differing levels of comprehension.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Additionally, if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)
