Duties

Help
  • Plans, organizes, and oversees the activities of the Division.
  • Exercises supervisory personnel management responsibilities.
  • Manages a complex series of criminal history programs involving Department of the Air Force, Department of Defense, federal, state, and foreign government agencies worldwide.
  • Plans, develops, and implements procedures to obtain, analyze, account for, and provide information from criminal investigative and law enforcement reports to appropriate individuals and activities.
  • Represents the Air Force Criminal Justice Division and establishes, develops, and maintains effective working relationships with counterparts and senior representatives of other Services, DOD, and local, state, federal and foreign agencies.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Group Coverage Qualification Standard for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of law enforcement and criminal investigations and how institutional processes should be used to successfully interact with Criminal Justice Information Services (CJIS) and agency systems, specifically law enforcement and personnel systems. Additionally, utilizes knowledge and experience with CJIS systems and strategies to facilitate development of organizational and agency strategic goals of a major command level organization that provides direction, staff advice, and assistance to subordinate installations worldwide; conduct analysis of criminal information entries and develop corrective actions to ensure compliance. Knowledge of Federal Statutes, DoD, and Agency guidance related to all facets of criminal indexing of personnel; criminal indexing expungement, agency release and Freedom of Information Act requests; and knowledge of public information release and denial determinations (Freedom Of Information Act, Official Use Request, Privacy Act, etc.).

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Federal Statutes, DoD, and Air Force guidance related to all facets of criminal indexing of personnel; criminal indexing expungement, agency release and Freedom of Information Act requests; and knowledge of public information release and denial determinations (Freedom Of Information Act, Official Use Request, Privacy Act, etc.).

2. Knowledge of AFOSI and Air Force law enforcement and criminal investigations and how their institutional processes do or should be used to successfully interact with CJIS, DoD and Air Force systems, specifically law enforcement and personnel systems.

3. Knowledge and experience with CJIS systems and strategies to facilitate development of AFOSI and Air Force strategic goals.

4. Knowledge of relationships between and among Federal, state, and local law enforcement agencies and their functions and jurisdictions, and the need for coordination with external agencies.

5. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization directly and through subordinate team leaders.

6. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.

7. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as using tact and diplomacy during difficult circumstances to advise/inform on complicated, sensitive, and occasionally controversial issues.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
