The primary purpose of this position is to exercise second level supervisory and managerial authorities over the 502nd Communications Squadron Operations Flight. This flight is responsible for all communications/information technology operations across four major locations: Lackland, Randolph, Fort Sam Houston, and Camp Bullis.

Duties

Help
  • Plans, organizes, and oversees the activities of the 502d Communications Squadron Operations Flight. Develops goals and objectives that integrate organization and Operations Flight objectives.
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
  • Represents Flight and Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with 266 mission partners across Joint Base San Antonio.
  • Provides advice and guidance on a wide rang and variety of complex IT issues. Coordinates with other IT specialists and management .
  • Plans for current and future technology integration. Conducts in-depth analyses; works issues for compatibility and standardization

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications


In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, OPM Qualification Standard for Group Coverage Qualifications Standards for Information Technology Management (Alt A) Positions; IT Management Series for GS-2210. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes working with a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing installing, operating, managing, and maintaining network services that support functional requirement to include a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; an of operational and performance characteristics of telecommunications to develop procedures, polices, and practices for local use.

AND IT-related experience which demonstrates the (four) required competencies - Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Demonstrated successful knowledge of personnel policies, practices and procedures and ability to plan, organize, and direct the functions and mentor, motivate, and subordinate supervisors
  2. Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  3. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing installing, operating, managing, and maintaining network services that support functional requirements.
  4. Knowledge of a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; an of operational and performance characteristics of telecommunications to develop procedures, polices, and practices for local use.
  5. Knowledge of safety and security regulations, practices, and procedures.
  6. Ability to maintain an up-to-date awareness of technical advances and predict how management can meet future requirements. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT
This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established
tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager. Employees must sign a
Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of
employment. This addendum is effective 5 Dec 2013 and will be utilized upon incumbent's exit from the position and from that point
forward whenever the position is filled.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
