All candidates (excluding current NRC employees) must live and work within the Washington, D.C. commuting area. Applicants must be within 50 miles of the Nuclear Regulatory Commission, Headquarters office, which is located in Rockville, Maryland, zip code 20852. Applicants that do not meet this criteria will be removed from further consideration. Salary range is based on the 2019 salary table for the Washington-Baltimore-Arlington locality pay area.

As the Investigations Program Writer-Editor, you will be responsible for writing and editing material and performing quality assurance functions to ensure that investigations program and other written products comply with appropriate professional standards for clarity, thoroughness, accuracy, and objectivity, and the policies and objectives of the AIGI program and the OIG. You will assist and facilitate the writing and issuance of all written products by collaborating closely with the investigations staff and managers. You will provide writing and editing support and assistance at all stages of the report writing process such as developing report outlines, reviewing and providing feedback on drafts, conducting research if needed, and working with agents to produce reports that convey agreed-upon messages to the intended audience. You will serves as the office’s expert in writing and editing, and as needed, assist investigative staff with data analysis and serves as backup on FOIA and Hotline duties.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  

SPECIALIZED EXPERIENCE is defined as experience in writing and editing material and performing quality assurance functions to ensure that written products comply with appropriate professional standards for clarity, thoroughness, accuracy, and objectivity, and the policies and objectives of an organization's program; assisting and facilitating the writing and issuance of all written products by collaborating closely with staff and managers; providing writing and editing support and assistance at all stages of the report writing process such as developing report outlines, reviewing and providing feedback on drafts; and working with authors to produce reports that convey agreed-upon messages to the intended audience.

The ideal candidate will be able to demonstrate the following:

1. Knowledge of the mission, function, and programs of an Office of Inspector General, internal affairs department, or similar law enforcement organization and their appropriate professional standards to ensure that investigative reports, outgoing correspondence, and other work products reflect the program goals of the organization and comply with appropriate professional standards.

2. Expert knowledge of proper grammar, spelling, punctuation, and correspondence procedures and of the regulations and policies affecting Government publications such as the Plain Writing Act of 2010 and the U.S. Government Publishing Office Style Manual sufficient to prepare and review outgoing material for correctness, proper format, and completeness.

3. Demonstrated ability to present information clearly and at a level appropriate for the intended audience to promote a thorough understanding of the subject.

4. Demonstrated ability to write and edit material to effectively articulate, interpret, and explain complex, potentially controversial, and/or important agency policies, programs, and decisions.

5. Demonstrated ability to edit text for clarity and accuracy. This includes the ability to analyze the subject and the audience so as to present the material clearly, accurately, thoroughly, and convincingly; and to adapt the style and format of the material to the medium or publication where it will appear.

6. Demonstrated ability to advise and assist authors during the writing stage, verify information presented by research, and/or consultation with subject matter experts.

A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires.  To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver.  To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks.  If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment.  If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.

The NRC is a zero tolerance agency with respect to illegal drug use.  Individuals selected for this position will be subject to pre-appointment drug testing unless currently in a NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.
