Duties

Help
  • Advises the Branch Chief on media needs and develops appropriate information response.
  • Travels in the field to determine the need for and to develop articles, reports or presentations; these materials may be used by ARS officials or may be submitted to print media.
  • Determines aspects of the media coverage that may be tailored to stimulate new interest among media and organizations.
  • Coordinates with Branch Chief and other OC personnel in planning and preparing news and feature stories and other material such as special reports to widen news media coverage at the national level.

At the GS-11

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience planning and preparing news and feature stories; and conducting interviews to obtain information needed for reporting.
OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Related degrees may include communications, journalism, public relations and marketing.

OR

A combination of education and experience.

For the GS-12

Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience planning and preparing news and feature stories; conducting interviews to obtain information needed for reporting; and preparing speeches for presentations or briefings.

For the GS-13

Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience planning and preparing news and feature stories; conducting interviews to obtain information needed for reporting; preparing speeches for presentations or briefings; and evaluating the impact or effectiveness of communications plans.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position does not have an education qualification requirement.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
