About the Position: The Walla Walla District US Army Corps of Engineers includes about 107,000 square miles and is commanded by a U.S. Army officer. The District has a civilian workforce of over 900 engineers, scientists, technicians, trades/crafts, and administrative support positions which help manage local water resources for navigation, flood risk management, fish and wildlife, and hydroelectric power generation. Duties

Help
  • Performs routine and recurring budget administration duties which facilitate the accomplishment of more complex and detailed review and analysis functions.
  • Records obligations and expenditures of contracts, miscellaneous and in-house purchases in the Corps of Engineers Financial Management System (CEFMS) and worksheets.
  • Prepares monthly accruals and receiving reports for all contracts and miscellaneous purchases in CEFMS.
  • Gathers, extracts, reviews, verifies, and consolidates narrative information and statistical data needed in the formulation and presentation of budget requests.
  • Receives and monitors data produced by the local management reports and reports inconsistencies of discrepancies to Branch Chiefs.
  • Prepares various financial reports for upward reporting and local management information, crosschecks the accuracy of budget and program data.
  • Keeps records and assists in analysis of facility and indirect accounts; budgets and costs for Operations Division.
  • Creates distributable billings for Revolving Fund Shop and Facility accounts in CEFMS.
  • Reviews Operations Division's financial documents for correct appropriation cites, organizational codes, work items, and availability of program funds or allocations.
  • Prepares preliminary budget estimates and reviews justifications for a few relatively stable program and/or program support activities.
  • Purchases a variety of standard retail items using the Government Purchase Card (GPC) through the CEFMS system.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. GS-6 Specialized Experience: One year of specialized experience which includes (1) writing and/or editing documents; (2) using office and/or financial software; (3) making credit card purchases using a government and/or business credit card and reconciling the statement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

GS-7 Specialized Experience: One year of specialized experience which includes (1) writing and/or editing documents; (2) using office and/or financial software; (3) making credit card purchases using a government and/or business credit card and reconciling the statement; and (4) performing budget duties, such as reviewing budget reports and accountability of funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-6 and GS-7 jobs, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-5 for GS-6; GS-6 for GS-7).
