Primary Purpose: Serves as a staff officer for Civil Support planning/operations in the CS Branch, USNORTHCOM J35 CS Division. The incumbent works/coordinates Defense Support of Civil Authorities operations regarding deliberate and contingency planning across the land, air, maritime, and cyber domains for the Homeland and within the USNORTHCOM area of responsibility.

  • Serves as the NCJ35 CS Division, CS Branch Subject Matter Expert (SME) for DSCA and Foreign Disaster Relief (FDR).
  • Performs duties as a Joint Interagency Coordination Group (JIACG) coordinator for the NORAD and USNORTHCOM Interagency Coordination Center (ICC) and as directed by the NCJ3.
  • Participates in deliberate and crisis action planning discussions, meetings, committee, or special projects, and as assigned, any NCJ35 Division/Branch collateral duties.

  • May be required to perform NandNC/Jl Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Crisis Action Center (CAC) and the Interagency Coordination Center (ICC),
  • Contd: the Cheyenne Mountain Air Force Station (CMAF), Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned.

Qualifications

This is a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. In the event of a crisis situation, the incumbent must continue to perform the duties until relieved by proper authority. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national security emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of a key position and requires that the incumbent be removed from any military recall status. Based upon a written request from NORAD and USNORTHCOM, the Reserve personnel centers will move selectees/incumbents from the Ready Reserves to the Standby or Retired Reserves , or discharge them under lOUSC 271 (b).

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative methods for the assessment and improvement of level plans and programs for conducting major operations; knowledge and understanding of the current missions, capabilities, organization and operations of the following is required: USNORTHCOM, other unified commands, the military services, the National Guard, the Reserve forces, DHS (and its components), FEMA, HHS, DOS, DOJ, DOE, USAID/OFDA, and other civil agencies or organizations with potential implications for USNORTHCOM CS and FDR missions; knowledge of CS and FDR policy and doctrine; DOD military command and control operations, areas of responsibility of the Geographic Combatant Commands, combat operations at both the operational and strategic levels of war.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of joint policies and procedures; DoD agencies, joint organizational structures; national intelligence organizations; and federal, state, tribal and private sector organizations for response to manmade and natural disasters and emergencies.
  2. Knowledge of military doctrine and military strategic and tactical concepts, principles, and processes.
  3. Knowledge in gathering, assembling, and analyzing facts, drawing conclusions, conducting analyses, devising recommended solutions, and packaging the entire process in briefings, papers, or reports for executive and national decisions regarding domestic events, or international events (i.e., in the NC area of responsibility).
  4. Knowledge of relationships of the various combatant command missions and organizations and the respective agents for those commands involved in overall planning and executing military operations and evaluations.
  5. Knowledge in executing deliberate and crisis action planning within a combatant command headquarters.
  6. Knowledge of civil support, foreign disaster relief, and consequence management operations and planning.
  7. Skill in oral and written communication in order to negotiate and defend ideas and support operational concepts.
  8. Skill in use of suite of collaborative tools, including knowledge of analytical and evaluative methods and techniques to conduct studies and evaluate results for the effective management and completion of projects.
  9. Ability to respond in a high stress environment to intense foreign and domestic event situations, make critical characterizations judgements, formulate recommendations that may have major national impact/consequences, and transmit those recommendations clearly and concisely to possibly the highest civilian authority in the government.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
