Duties

Help
  • Serves as the back-up to the Assistant Inspector General for Financial Management Reporting (AIG-FMR), supporting the completion of work products and accomplishment of organizational improvement goals.
  • Implements the activities needed to improve communication within the organization to meet stated goals through a collaborative relationship and innovative engagement efforts with staff.
  • Provides executive and technical direction to the staff in the development and implementation of plans for financial statement and other audits within the Department of Defense to meet the requirements of the Chief Financial Officers Act of 1990.
  • Oversees contracts awarded to Independent Public Accounting firms performing some financial statement audits for various Department of Defense Components.
  • Assesses the relevance and timing of audit plans, activities and schedules and ensures that they meet management objectives.
  • Provides leadership, direction, and oversight to ensure that all audits assigned are conducted according to the scope and stated objectives, while ensuring audits progress in a timely manner.
  • Provides review, analysis, guidance, technical assistance, and evaluation regarding written reports of financial statement and other audits.
  • Ensures they clearly and concisely state audit findings, conclusions, and recommendations in accordance with Generally Accepted Government Auditing Standards (GAGAS).
  • Formulates audit policies, objectives, plans, and standards as they relate to financial statement audits.
  • Provides technical direction, guidance, supervision, and assistance to the various organization components of the Office of the Inspector General on financial statement and other financial audits or related issues.
  • Oversees the contracting team providing technical expertise in procuring independent public accountants to perform financial statement audits and attestation engagements.
  • Provides expert guidance in determining the needs and assigning responsibilities.
  • Ensures audits performed meet the overall needs of the Department.

  • Position has been designated as Special Sensitive; incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • All qualifications requirements must be met by the closing date of this announcement.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement: A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (the 24 hours may include up to 6 hours of credit in business law). You MUST submit transcripts to verify your education claim at the time of application

OR

B. Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: 24 semester hours in accounting or auditing courses of appropriate type and quality. (This can include up to 6 hours of business law) OR a certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.(You MUST submit transcripts to verify your education claim at the time of application)

In addition to meeting the basic requirement, you must meet the specialized experience described below.

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-14 level in the federal service or an equivalent level. Specialized experience is defined as demonstrating a leadership role in planning for,conducting, documenting, and reporting on Federal government financial statement audits and federal financial related audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) and other policies..

You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
