Duties

Help
  • Serves as a Project Management Section Chief and works under the general administrative direction of the Assistant Chief, Programs and Project Management Branch.
  • Directs the development, preparation, and submission of Civil Works programs and program data for budgetary proposals and changes
  • Oversees presentation and defense of the annual and multi-year civil works programs.
  • Prepares budgetary reports and provides timely advice and support to the Chief of Programs and Project Management Branch and Deputy District Engineer.
  • Analyzes, reviews, and recommends civil works programming activities, exercising responsibility for the interpretation of Director's Policy Memos, implementation guidance and directives.
  • Directs preparation, approval, and updates of Project Management Plans for all active projects in the district, which become the blueprint for carrying out the district's Project Management program.
  • Monitors program progress, evaluates performance, determines causes for deviations from schedules, and coordinates with program managers and project managers to implement necessary program changes and funding adjustments.

  • IAW, Water Resource Reform and Development Act, this position requires a Project Management Professional (PMP) cert through the PMI or the Project Manager, USACE Career Development Plan (CDP) certification within 12 months of entering the position.

To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Managing or leading a District Planning processes including budgeting; implementing Civil Works Planning policies and overall Planning program requirements and objectives; assuring compliance with established Civil Works planning policies and procedures; providing direction and assigning work to subordinates based on work schedules and priorities; managing long range plans for Project Planning programs in conjunction with Branch Chief. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
