Summary

 As an advanced entry-level trainee, you will assist the Building Manager who provides occupants of Federal Government buildings and privately leased space with safe, secure, clean, and sustainable facilities in which to conduct agency business. 


Location of Position: Syracuse NY and New York NY

Duties

Help

As a trainee, you will learn the duties and responsibility of a Building Management Specialist which is designed to familiarize you with the functions and knowledge of the Building Manager’s program area and work responsibility. Additional duties of the position include:

  • Assisting Building Managers with building operations, maintenance, repair, alteration, historic preservation, recycling, concessions, safety, environmental and security in GSA-owned and leased buildings assigned.
  • Assisting Building Managers monitor efficient occupant space utilization, energy and water conservation, sustainability and environmental hazards programs, and fire and security protection.
  • Assisting Building Managers manage grounds and exteriors including parking structures and lots, site utilities, landscaping and grounds, snow removal, and exterior building maintenance; assess the effect of climate and extreme environmental conditions and evaluate the performance of grounds and exterior elements; assess the need for alterations in grounds and exterior elements; and manage the maintenance and custodial needs of grounds and exterior elements.
  • Participating and assisting in planning and developing operating budgets and all related Federal Buildings Fund procedures and activities for assigned facilities.
  • Perform duties in support of building tenants, tenant agencies, and other PBS Divisions, through the Building Manager.  Working closely with other GSA personnel, customer agency personnel and contractors in the planning, design, renovation, construction, alteration, operation, maintenance, and repair of assigned buildings.
  • Analyzing tenant agency space and service requirements in relation to overall facility operating plans, and applicable agreements established with client agencies and other service providers.

  • This work is mostly sedentary; however, walking, climbing ladders, crawling under and over equipment, bending, stooping and standing for long periods of time is required while inspecting buildings during field evaluations.
  • Work is normally performed in an office setting, however, incumbent is routinely required to travel and may be exposed to slippery or uneven ground, failing objects, constructions and site conditions, noise, dust and environment or other discomforts and hazards. The employee must travel to customer offices and GSA sites; a valid driver’s license is required.

Salary 's vary based on duty location.  Please refer to the OPM salary chart  for all locations.

GS-7 Level 

The GS-7 salary range starts at $48,375.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  To qualify, you must have at least one year of specialized experience equivalent to the GS-05 level or higher in the Federal service. Specialized experience is administrative or technical experience that provided a fundamental knowledge of programs, policies, procedures related to the operation and maintenance of commercial buildings (or equivalent non-housing, high rise buildings).

 Examples of such experience includes:

  • communicating with a variety of individuals to gather information, analyze, and provide recommendations regarding building operations, automated building systems, building equipment or building services;
  • entering, tracking, and reconciling budgetary or financial data in a computerized system for facilities operations;
  • providing administrative or technical support for commercial building preventative maintenance programs

OR

Education: Applicants must have one of the following:

  • Completed at least one full year of graduate level education (18 semester hours or the equivalent); OR 
  • Completed all the requirements for a Bachelor`s degree from an accredited college or university plus meet the Superior Academic Achievement provision. Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level. Combination of Education & Specialized Experience: Applicants must have a combination of graduate level education (beyond the Bachelor's Degree) and specialized experience (as described above) that together meet the qualification requirements of this position.

  • Knowledge of analytical and evaluative techniques in order to identify client agency and building tenants’ facility needs in relation to customer satisfaction; evaluate and interpret required customer survey responses and other similar data; and to make recommendations for action based on consideration of all aspects of a problem.
  • Skill in interpersonal relations and in written and oral communications required to explain and evaluate client and technical operating requirements; coordinate work efforts and negotiate resolutions to problems; present information; and conduct tenant interviews and discussions in a concise and professional manner.
  • Knowledge of contracting rules and regulations regarding the technical soundness of contractor-provided supplies/services/processes and decisions to ensure services provided meet contract specifications as well as business and workplace needs of the tenant.
  • Knowledge of the property management industry, including private sector leasing protocols and practices involving facility operations and systems; knowledge of technical operating and customer-focused strategies required to create a facility environment that exceeds customer expectations, within established operating and financial parameters contractually determined by the lessor(s).
  • Knowledge of business policies, processes and initiatives related to Building Management programs including:  commonly used data management and associated performance measures; customer relationship management and communication protocols; budget formulation; project management processes; utility efficiency; and use of BAS, advanced metering, CMMS or similar systems and other data and technology tools used to effectively manage properties.
