Summary

This position is located in the U.S. Department of Education, Office for Civil Rights (OCR) in Washington, DC. The incumbent is responsible for overseeing OCR's compliance with the Freedom of Information Act (FOIA) and Privacy Act (PA).  The incumbent will be responsible for the comprehensive management of the Freedom of Information Act (FOIA)/Privacy Act (PA) requests and provides leadership and supervisory oversight to the OCR FOIA Team.

As a Supervisory Government Information Specialist, GS-0306-15, you will be responsible for:

•     Providing leadership in the evaluation, assessment, and improvement of programs and management systems by applying a wide range of qualitative and quantitative techniques.
•     Advising senior staff on legal and policy-related matters which involve exceptional controversy, intensive outside interest, or significant long-range effects on the organization and the Department.
•     Planning and directing the development of policies, standards, systems, and procedures to ensure total integration of program evaluation and measurement concepts within the organization.
•     Oversees the organization's compliance with FOIA management policies and operating procedures.
•     Providing guidance and instruction to the organization's staff for the appropriate receipt, handling, and recording of FOIA and Privacy Act requests.

Qualifications

Specialized Experience for the GS-15

One year of experience equivalent to the GS-14 performing all three (3) of the following duties or work assignments:
1.    Experience with FOIA, Privacy Act (PA), or other laws, policies, regulations, and precedents applicable to the administration of public programs.
2.    Experience with management principles, techniques, and methods in the areas of organizational design, administration, budget, labor-management relations, personnel management and supervision.
3.    Experience with oral and written communication to public presentation to effectively present information, explain the organization's determinations, and resolve controversy.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1.    Knowledge of management principles, techniques, and methods in the areas of organizational design, administration, budget, labor-management relations, personnel management, and supervision.
2.    Knowledge of FOIA, PA, or other laws, policies, regulations, and precedents applicable to the administration of the Department's FOIA and PA programs to manage, evaluate principles, concepts, and techniques in the evaluation, assessment, and improvement of programs and management systems. 
3.    Skill in oral and written communication and public presentation to effectively present information, explain the organization's determinations, and resolve controversy in order to advise and consult with the organization's leadership and policy officials and to present findings and recommendations, negotiate complex agreements, and secure cooperation.
4.    Knowledge of a wide range of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs to formulate new program management standards and analytical approaches, and plans, and directs the architecture for evaluation and measurement efforts and data systems development and usage with special emphasis on scheduling, integration, reporting and control is required sufficient to generate and analyze new evaluation and measurement approaches.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1.    Eligibility and Minimum Qualifications

2.    Rating and Ranking
If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. (The occupational questionnaire is the list of questions in the automated system that you will have an opportunity to answer once you apply for the position).  

Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.

3.    Referral and Selection
