This position is located in the Office of IT Engineering (OITE), Information Technology Division (ITD), Office of the Inspector General (OIG), Department of Justice (DOJ). This office is responsible for providing enterprise information technology (IT) services on an OIG wide basis. IT services provided by ITD are broken down into Information Assurance/Cybersecurity Services Team, a Software Development Team, an IT Services Team which includes an IT Help Desk, and an IT Engineering Team.

Duties listed are at the highest career ladder of this position, but are not limited to:

  1. Analyzes, designs, develops, customizes, and implements a wide range of complex hardware and software to support large-scale LAN/WAN systems including protocols, simple mail transfer protocol (SMTP) management systems, communications controllers, bridges, routers, and other network devices that support extensive operations.
  2. Manages network rights, and agency-wide access to systems and equipment. Implements security procedures and tools and develops and develops and documents systems administration standard operating procedures for the Department of Justice.
  3. Produces documentation on the agency technical business environment, strategy, and critical success factors; as well as comprehensive documentation of business unit and key mission processes.
  4. Leads quick-response teams in responding to customer service problems resulting from catastrophic events, such as virus infections or power outages.
  5. Explores ways to upgrade or enhance the level of services provided. Implements changes in response to changes in customer requirements.
  6. Exercises considerable judgment to keep abreast of the rapid evolution of networking technologies. Maintains continual vigilance against threats to networks confidentially, integrity, and availability.
  7. Sets priorities based on expert knowledge of Department of Justice programs, policies and procedures, and redirects program efforts to meet changing deadlines and broad goals.
  8. Drives implementation and accountability efforts for enterprise level objectives and standards.
Responsibilities will increase and assignments will become more complex as your training and experience progresses.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: Basic Entry Requirements for All Grade Levels:

For all positions individuals must have IT-related experience clearly demonstrating each of the four competencies listed below in your resume.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

GRADE LEVEL REQUIREMENTS: In addition to meeting the Basic Entry Requirements above, applicants must have the experience listed below.

For the GS-14 level: Fifty-two weeks of experience at the GS-13 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Your application package must demonstrate that you possess experience in architecting, designing, implementing, and managing network infrastructure and managing and directing operations for LAN and WAN networks.

For the GS-13 level: Fifty-two weeks of experience at the GS-12 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Your application package must demonstrate that you possess experience in network engineering principles and telecommunications.

**Experience refers to paid and unpaid experience, including volunteer work. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.**

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).

All requirements, including time in grade, must be meet by the closing date of this announcement.

There is no substitution of education at this grade level.
