Summary

The incumbent serves as an intelligence analyst and conducts large-scale data analysis using cutting-edge technology, statistical methods, and advanced analytic techniques to produce finished intelligence products. The work supports the development of FinCEN’s tactical, proactive, and strategic products in response to the needs of law enforcement, regulators, foreign Financial Intelligence Units (FIUs), the financial industry, and policy stakeholders.

4-Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.
 
As a Intelligence Research Specialist you will:

  • The incumbent conduct large-scale analysis of Bank Secrecy Act (BSA) data using data analysis tools, quantitative methods, and statistics to identify potential illicit financial activity. Leverages technical expert knowledge of complex databases (i.e. Oracle, Elasticsearch, etc.), programming languages (i.e. Python, R, SAS), and large-scale data fusion and mining methods (i.e. entity resolution, statistical sampling, etc.) to look for emerging trends, typologies, and patterns of illicit activity. Evaluate filings within financial sectors to identify vulnerabilities and develops networks of entities that may be facilitating illicit financial activity. Develop intelligence products, strategic studies, and assessments that are broad reaching and influence policy decisions across the US government. Provide technical expert advice and recommendations on the scope of threats to the US financial system, the complex issues involved, potential options for mitigating such issues, and the appropriate management of interagency equities.
  • The incumbent play a lead role in the initiation of intelligence projects, develops and applies new and highly sophisticated analytic methods to support the development of such projects, and drives the collection of new intelligence information based on emerging requirements and feedback from stakeholders. The incumbent work with other Treasury components, regulatory agencies, domestic and international law enforcement, and the intelligence community to determine the best way to use FinCEN data to answer policy maker’s key analytic questions. Represent the interests of FinCEN while serving on interagency committees, attending and speaking at conferences, and leading interagency working groups.
  • The incumbent provide expert technical guidance on appropriate analytical methods and tools to exploit large volumes of BSA data to identify illicit financial activity. Serve as a thought leader on analytics within the organization. Conceptualizes and coordinates the development of intelligence products. Assist in the design and development of automated queries and algorithms to screen incoming Bank Secrecy Act data against pre-defined criteria. Monitors business rules to ensure they meet legal and privacy policy and standards.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience:  For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.Specialized experience is defined as experience:

  • Utilizing a variety of analytical tools, quantitative methods, and statistics to conduct large-scale analysis of Bank Secrecy Act (BSA) data; AND
  • Experience using a variety of data analysis tools, techniques, and methods, including the use of SAS, Python, and/or R to analyze BSA data and to target illicit finance threats; AND
  • Implementing analytic product lines, including tactical, strategic, reactive, and proactive analytic products for law enforcement, regulators, intelligence community, foreign partners, and industry.

CONDITIONS OF EMPLOYMENT
