Duties

Help
  • Serves as Chief of the Manpower and Support Group with supervisory and managerial responsibility for the effective and efficient use of command resources (dollars, manpower, workload.
  • Exercises staff oversight over mission budget activities; acts as focal point for coordination of responses and other high level inquiries concerning the planning, budgeting, and execution of various funds by organizations within the ILSC.
  • Provides professional financial management advice, counsel, guidance and assistance on all resource matters. Provides overall direction on execution of manpower programs within financial guidelines.
  • Lead the Integrated Financial Management Directorate?s Program and Budget Operations group.
  • Provide oversight to the daily operations of ILSC budget and manpower management requirements.
  • Provides program management support to the ILSC organizations and Program Executive Offices (PEO) relative to financial and manpower management of operating resources.
  • Provides professional financial management advice, counsel, guidance and assistance on all resource matters.

  1. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.     To qualify based on your work experience, your resume must describe at least one year of specialized experience which includes which includes oversight of team(s) involved in the planning, prioritizing, managing, and directing of financial management, program analysis, budget planning and/or manpower management; managing the Financial and/or Manpower Management and Reporting Process for programs and services required to support Weapon System Sustainment.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).

Education

The Army Civilian Education System (CES) is a structured, progressive, sequential program which broadens the targeted civilian educational training base. It provides leader training and education that supports civilian leaders' career path requirements and professional development, and promotes lifelong learning and self-development as integral parts of the civilian leader development program. CES provides leader development opportunities for Army civilians.

The following course and time requirements apply to this position: The Supervisory Development Course (SDC) must be completed within one year of placement into the position. The Foundation Course (FC) is required for all supervisors and managers hired after 30 September 2006. The Basic Course (BC) must be completed within one year of placement into the position. The Intermediate Course (IC) must be completed within two years after placement into the position. The Advanced Course (AC) must be completed within two years after placement into the position.   • This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-II of broad banding encompass the traditional GS-05 through GS-11 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
