There is a need to fill 1 Office of Naval Research Science Advisor (SA) position. SAs typically serve 3 year appointments, and remain on the roles of their home activity. SAs serve on the staff of a major joint, Navy, or Marine Corps command; assist and advise the host Commander and staff in the identification of Warfighting Capability Gaps that have a critical impact on combat readiness; and serve as the primary interface between the command and the RDT&E community in finding & implementing solutions. As a Science Advisor, you must have a specific understanding of the current DoN S&T planning and experimentation process to focus on transition of technology. Positions require a TS/SCI clearance and the ability to go into the field. Typically, 20-40% of the Science Advisors time will be spent on travel. Top candidates have experience with senior-level briefings and negotiations concerning prioritization of technological requirements. Current needs include:

*Commander, Naval Forces Central Command/U.S. Fifth Fleet, NAVCENT, Bahrain. Concerned with programs relating to all aspects of joint and naval warfare, including all technical aspects of space, air, surface and underwater weapon and sensor platforms and systems. Specific areas of responsibility include problem definition and solution recommendation for command S&T issues and consultation with NAVCENT subordinate commands on prioritized command S&T matters. Requires experience in R&D work related to improving major campaign operation execution, force protection, C4ISR, maritime security & interception operations, theater missile defense, surface warfare, anti-mine warfare, anti-submarine warfare, counter UAS, and theater security cooperation.

This position requires a TOP SECRET (TS) SENSITIVE COMPARTMENTED INFORMATION (SCI) security clearance. Candidates must be able to obtain and maintain a TOP SECRET/SCI clearance as a condition of placement in this SPECIAL/CRITICAL SENSITIVE position prior to reporting. In the event any additional security investigation is needed, the Host Organization will be responsible for the cost and will ensure they are completed before the Appointee reports for duty. The Servicing Organization will hold the security certification authority on behalf of the appointee during this temporary assignment and perform visit request submissions while assigned to this position. However, the requesting Organization and/or the Host Command will be responsible for indoctrinations, background investigations, training, etc. Prior to reporting for duty, the Host Organization will forward the appointee's security level to the Service Management Organization (SMO) N00014 via electronic channels for the extend of agreement.

A Top Secret/SCI security clearance is a requirement of this position. failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal. If you possess a security clearance, please indicate the level and termination date in your resume.

Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Please Note: Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test.

Qualifications

These positions are interdisciplinary positions at the GS-15 (or pay band equivalent) that may be filled in any of the following series:

0401- Biological Sciences; 0801-Engineering; 1301-Physical Sciences; 1515-Operations Research; 1520-Mathematics; 1550-Computer Science.

In addition to the Basic Requirements for this position (see the Education section), your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-14) or demonstration project level in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the position being filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: demonstrated experience with a broad spectrum of Naval Warfare areas or systems. This may have been gained through operational Research and Development (R&D), or acquisition program experience.

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.

Generally, current Federal employees employed by a Personnel Demonstration Project may be required to meet time-in-level based on the demonstration project to which they belong (for most Science and Technology Reinvention Laboratories, STRLs, this is one year at the next lower pay band)..

Pay setting is handled by the home activity based on the home activity's pay setting rules.
