Duties

Help

Serve as the Freedom of Information Act (FOIA) subject matter expert to the leadership of the Strategy and Engagement Information Management Division (IMD), particularly with regard to litigation preparation and actions needed to meet the FOIA statutory requirements.

Support IMD leadership in the preparation of documents for litigation, including Declaration Statements for the Director IMD signature, working as a key liaison to the ODNI Office of General Counsel (OGC).

Advise IMD leadership on developments of FOIA provisions, interpreting any adjustments needed for agency implementation and administer guidance on reporting requirements to the Department of Justice (DOJ); support the training of IMD FOIA staff and organize regular IMD staff training at DOJ.

Provide oversight and leadership in the planning, development, and implementation of programs, policies, and procedures that result in the effective sharing of information across the Government while protecting Intelligence and Law Enforcement sources and methods, operational equities, and U.S. persons' privacy.

Provide oversight and leadership over the negotiation process for defining agreements with other IC and Government agencies in support of information sharing; plan, develop, and write Memorandums of Understanding establishing information sharing agreements with these components.

Continually expand personal expertise with regard to the development and implementation of information sharing tools, technology, plans, and policies to facilitate the cooperation and effective coordination of the Office of the Director National Intelligence (ODNI), the IC, and other U.S. Government agencies.

Provide leadership, oversight, and guidance in the preparation of briefings, reports, and presentations for ODNI leadership, senior policymakers, IC members and other intelligence consumers in a manner that meets their specified requirements.

Legal background preferable, and over three years of direct FOIA experience, including case management, processing and litigation preparation.

Significant experience working with legislation and interpreting statutory requirements for agency compliance

Qualifications

Expert knowledge the FOIA, including expertise on FOIA exemptions and redaction practices, familiarity with DOJ, and experience in the litigation of FOIA cases; knowledge of the 1974 Privacy Act.

Extensive knowledge of the ODNI construct, including ODNI component missions, roles and organization, particularly the OGC and Office of the Executive Secretariat.

Extensive knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and U.S. Government agencies, and how these organizations can effectively cooperate in implementing information sharing plans and programs.

Demonstrated ability to communicate clearly, orally and in written reports and documents, policies, plans, and programs related to improving information sharing across the U.S. Government.

Superior ability to analyze logically, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments.

Demonstrated ability in developing effective professional and interpersonal relationships with peers and colleagues in ODNI, the IC, and U.S. Government, and to earn their confidence and trust.

Demonstrated ability to balance responsibilities among assigned activities; including the ability to manage transitions effectively from task to task, and proven adaptability to varying customer needs.
