Summary

The selectee will lead a division within the Office of Business Process Integration (OBPI), Veterans Benefits Administration. The Program Manager (Director) serve as a consultant to the Deputy Executive Directors and Executive Director of OBPI in the planning and decision-making process by preparing analysis and comparisons of alternative methods of achieving program objects that improve delivery of benefits to Veterans, is fiscally responsible, and fosters a culture of collaboration.

Duties

Help

Other duties include but are not limited to the following:

  • Develops and executes management strategies to support the implementation of business capabilities, including business case/needs and requirements for IT investments and provide prioritization recommendations to senior leadership
  • Manages nationwide deployments, overseeing all aspects of deploying business process solutions and modernized information systems and services for VBA
  • Develops, maintains, and continuously improves methods, practices, and standards, ensuring efficacy and stakeholder confidence in modernization solutions
  • Understands and applies data-driven process improvement methods, such as Lean Six Sigma, internal business processes, analyses, and testing methodology
  • Exercises a high degree of program management expertise and managerial competence to direct and coordinate planning of new and diverse projects
  • Advocates and implements VBA business process re-engineering efforts, to include, but not limited to, automation and artificial intelligence
  • Prepares briefing materials for the Executive Director/Deputy Executive Director of OBPI to inform and/or influence senior officials on a variety of issues related to strategic business process changes and supportive tools
  • Reviews, approves, or disapproves actions involving personnel requirements and the allocation of resources among projects and/or organization alignment
  • Ensures internal control systems are in place when conducting logistical for sessions to include cost-benefit analysis for offsite travel
  • Serves as a consultant to the Deputies and Executive Director in the planning and decision-making process by preparing analysis and comparisons of alternative methods of achieving program objectives
  • Applies organizational development principles and drives employee engagement by ensuring career development, training, and technical competence are maintained, promising new talent is recruited, and selection and promotion decisions are effectively made.

Qualifications

.To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-in-grade:
Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-15 position you must have served 52 weeks at the GS-14 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50).   • SF-50: If you are seeking a reassignment/change to lower grade, you must submit a copy of your most recent SF-50 (non-award) AND the SF-50 placing you into your current position.
Specialized Experience: Applicants must also have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: experience developing and executing management strategies to support the implementation of business capabilities (data gathering, business case needs, IT investing, etc.); assessing risks, and costs of solutions to meet business needs; overseeing all aspects of deploying business process solutions that includes ensuring quality and IT system support for the intake and electronic documentation of claims or related benefits; and supervising staff and identifying developmental and training needs for personnel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
