Summary

As the Vice President for Development Policy, you will serve as a member of the President's executive staff and a key consultant and adviser to the President and Chief Executive Officer (P&CEO). You will manage the Office of Development Policy (ODP) with the responsibility of establishing policies and procedures for carrying out the Corporation's statutory review of the Environmental and Social Impacts, the U.S. Effects, and the Development Impact of the Corporation's projects.

Duties

Help

As the Vice President for the Office of Development policy, your primary responsibility is to manage a team of experts responsible for economic, environmental and social analysis of the Corporation's projects. You will influence and lead in establishing policies and procedures for carrying out the Corporation's statutory review of the Environmental and Social Impacts, the U.S. Effects, and the Development Impact of the Corporation's projects. Additionally, you will:

  • Analyze the potential impact of proposed projects on the environment, the US economy, and the economic development of the host country, as well as the worker rights conditions at the project and country level.
  • Establish guidelines for reporting the Developmental Impact of each of the Corporation's projects, including the intelligence impact quotient (IQ).
  • Establish guidelines and analyze projects in sensitive sectors i.e., those sectors where there is a high probability that a project may have a significant adverse impact on the U.S. economy and employment.
  • Establish guidelines for projects that are likely to adversely affecting the host country's environment and identify opportunities to mitigate those affects.
  • Establish guidelines for other projects that may need special consideration given the Corporation's general policies and priorities. These sectors may be sensitive due to host country developmental impact, or U.S. foreign policy considerations.
  • Evaluate Worker Rights and Human Rights in host countries.
  • Manage the collection and analysis of project related data and develop internal and external reporting mechanisms.
  • Establish and implement monitoring and evaluation program that analyzes projects in operation and creates lessons learned for the organization.

Qualifications

This is an Executive level position in the federal government, part of an elite group of senior government leaders who possess a diverse portfolio of experience and the strong skills required to lead across organizations. This dedicated corps of executives is charged with providing strategic leadership and upholding a commitment to public service.

The variety and technical complexity of issues and problems of this position require (a) an in-depth understanding of international environmental, economic and/or social impact development efforts in emerging markets, (b) mature judgment, and (c) thoughtful and constructive analysis. The work requires flexibility in developing solutions and executing actions, while maintaining adherence to law, regulation, and rule. The work requires a constructive approach to problem solving, which includes taking initiative in (a) the identification of needs and potential problems, (b) finding potential solutions, and (c) supporting active and well-informed management and supervisory participation. Process design experience is preferred. Applicants must display experience in at least one of the following:

  • Demonstrated executive level understanding of economic analysis as it relates to calculating impacts of foreign investments.
  • Demonstrated executive level experience overseeing international environmental, economic and/or social impact development efforts in emerging markets.
  • Demonstrated executive level experience overseeing the evaluation of worker and human rights efforts related to international development projects.
  • Demonstrated senior level experience establishing guidelines and analyzing projects in various sectors related to international development projects.
  • Demonstrated senior level experience managing the production of internal and external reports, documents, and other communications for interagency, Hill, and key stakeholder consumption.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
