Duties

Help
  • Supervises a team of Human Resources Specialists responsible for performing Staffing and classification duties.
  • Responsible for consultative and advisory services and direct support to OIG components given by staff.
  • Responsible for projects involving sensitive, complex and/or unprecedented issues. This includes concerns from OIG executive leadership or those that are priorities of DoD or OPM.
  • Collaborates with other members of the HCM leadership team to produce comprehensive and fully integrated human resources.
  • Investigates and initiates actions for changes in employment practices, communication strategies, and/or approaches to long standing obstacles in achieving productivity and effectiveness of the organization.
  • Manages assigned staff. Plans and assigns work, delegates responsibilities, establishes priorities, counsels and mentors, and administers leave policies and programs in affirmative action and equal employment opportunity.
  • Represents HCM in areas of responsibilities and/or as assigned in working groups, task forces, and other venues within and outside the OIG.

Qualifications

SPECIALIZED EXPERIENCE FOR GS-14: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private or public sector overseeing the Human Resources Office. Examples of qualifying experience may include: Providing a full range of position management, classification, and staffing/compensation services to different levels of management and employees. Providing management advisory services on developing organizational personnel policy for staffing and classification; Providing staff-level advice to subordinate staffing human resources specialists in the development of solutions to complex and difficult problems of staffing; Providing authoritative management advisory services to senior managers and supervisors resolving problems in areas of staffing and classification, policies and procedures relating to classification grievances/appeals, and reduction in force. - Analyzing classification standards, guides, and precedential decisions; Identifying, distributing, and balancing workloads and tasks among employees.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
