Office Overview

This position is located in the Office of the Chief Communications Officer (OCCO), United States Patent and Trademark Office (USPTO), in Alexandria, Virginia. OCCO is responsible for all aspects of the agency’s public affairs and communication activities. These include media relations, internal communication, graphic design, social media, brand management, blogs and special initiatives, photography and video, writing and editing, digital strategy and governance, and oversite of web content on USPTO.gov.

The duties of this position include, but are not limited to:

  • Planning, implementing, designing and oversees effective internal information programs agency-wide to convey information about USPTO programs and initiatives to a variety of internal audiences.
  • Develops and implements communication plans to inform affected USPTO employees of ongoing initiatives.
  • Assists in devising and executing internal-only employee focused communications plans, to support programs and activities (such as the Combined Federal Campaign, Community Day, People/Sirota Surveys, and the annual Employee Viewpoint Survey).
  • Provides day-to-day guidance and support for managing editor of the USPTO Weekly employee newsletter.
  • Reviews, develops and produces materials to help educate a wide variety of audiences, including appropriate communication channels, techniques and strategies to disseminate information to hard-to-reach audiences, such as teleworkers/hotelers and other geographically dispersed employees.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

GS-13

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.  Specialized experience at the GS-13 grave level includes the following: 

 - Experience planning and implementing an organization’s internal/employee information program in order to convey information about organizational initiatives.

 - Experience writing and editing the employee newsletter for an organization on a weekly or more frequent basis.

 - Experience devising and executing internal-only, employee-focused communications plans designed to increase employee engagement and morale at an organization.

 - Experience writing internal-only content (emails, speeches, blogs, etc.) for executives to be distributed to all employees or an organization.

 - Experience preparing and briefing executive leadership for employee “town hall” meetings, and planning and executing such meetings both in person and online.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

Education can not be substituted for specialized experience at the GS-13 grade level for this position.

Probationary Period- If selected, you may be required to complete an initial one-year probationary period.

CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100. You will be evaluated for this job based on how well you meet the qualifications above.
