Summary

This position is located in a Regional Office of the United States Department of Agriculture's Food, Nutrition and Consumer Services (FNCS). Through the Agency's Federal nutrition assistance programs, FNCS provides children and needy families with access to nutrition and a more healthful lifestyle. The Regional Office is responsible for ensuring the effective and efficient operation of the Federal nutrition assistance programs administered by State agencies within each region.

Duties

Help
  • Analyzes and provides technical assistance and consultation on all aspects of assigned program operations.
  • Plans, directs, and participates in formal management evaluation reviews of State and local agency program operations.
  • Leads negotiation of acceptable and appropriate corrective action to address the findings and recommendations and independently performs follow-up of the review report to bring findings to closure within agreed upon time frames.
  • Develops written reports of findings and recommendations.
  • Makes presentations at state, regional, and national meetings and represents the Regional Office in meetings with State agency officials.

Qualifications

To qualify for the GS-12 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in private or federal service. Example of qualifying experience include the following types of tasks performed on a regular and recurring basis:

  1. Providing oversight and technical assistance to Federal, State or local agencies regarding Federal Nutrition Assistance Programs or other public assistance programs;
  2. Interpreting regulations and policies to ensure compliance with program requirements. Providing recommendations for program improvement and negotiating corrective action to bring program operations into compliance;
  3. Communicating program findings and recommendations orally and in written reports; and
  4. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following competencies:

  1. Technical Credibility - Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
  2. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

  4. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
  5. Oral Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.
