This position is responsible for the establishment of a housing/quarters program at the Carlsbad Field Office, which will include serving as a Contracting Officer's Representative (COR) during the housing site development.  Responsible for developing a process for tenant management and providing customer service for any tenant related issues for approximately 7,000 sq. ft. of family units, 4,000 sq. ft. of shared quarters, seven trailer pads and a water treatment plant.  Will organize and coordinate the housing management operations and activities to meet the needs of the housing program as well as monitor compliance and implement regulations and directives to provide continuity of policy and procedures to ensure accomplishment of the housing program.  Aides the Carlsbad Field Manager with all housing support service functions.  Provides overall coordination and oversight in the monitoring and analyzing of the quarters budget within the assigned office.

Physical Demands:  Most activity is office oriented and generally sedentary with easy levels of walking, bending, stooping, climbing or sitting. Duties are often performed under rigid time constraints.  Incumbent must exercise considerable patience and tact in providing guidance and assistance. Periods of intense concentration with frequent interruption are often required.  Long periods of driving, riding in motor vehicles on highways and off-road are occasionally required.

Work Environment:  Most work is performed in an office setting.  Occasional trips to other office locations and training sites are required.

Qualifications

In addition to the time-in-grade requirements, to qualify at the GS-09 level you must meet one of the following:  Specialized Experience: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Housing Manager. Specialized experience includes; the incumbent will work closely with management to establish a housing/quarters program at the Carlsbad Field Office and assist in the management of the program.  OR Education:  Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.  OR Combination of Education and Experience:  You may meet qualifications requirement for this position by combining specialized experience and appropriate graduate education.

In addition to the time-in-grade requirements, to qualify at the GS-11 level you must meet one of the following: Specialized Experience: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties. Specialized experience includes; the incumbent will be responsible for the overall coordination and oversight, inspection and enforcement of established rules and regulations for the housing/quarters program at the Carlsbad Field Office. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR Combination of Education and Experience:  You may meet qualifications requirement for this position by combining specialized experience and appropriate graduate education.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

KSA 1:  Knowledge of a variety of management and administrative theories, techniques, and practices in order to perform assignments of a professional nature and apply knowledge to a range of complex housing management problems sufficient to develop new or modified work methods, organizational structures, records and files, management processes, and procedures for administrating program services. 

KSA 2:  Knowledge of the general organization and responsibilities of the Federal government, the federal budget process, and a detailed knowledge of BLM administrative organization, delegation, responsibilities and management of various administrative systems.

KSA 3:  Knowledge of the methods and techniques of administrative systems analyses to examine and recommend improvements to district administrative processes.
