Summary

The Public Affair Specialist position is located at the WJB Dorn, VA Medical Center located in Columbia SC. The purpose of this position is promoting the services of the VAMC to eligible Veterans throughout the service area by coordinating a speaker's bureau, community events and promotions, marketing campaigns and multimedia/social media initiatives and developing and coordinating news media interviews with staff, writing news releases and public service announcements.

Duties

Help

Duties for this position are describe below:

Develop and implements comprehensive Public Affairs programs for complex sites and programs.

Plans and conducts meetings, briefings and other community relations and outreach activities.

Establish strong working relationships with other federal agencies, local organizations and city, county and state offices.

Develops marketing and communications plans to educate Veterans about VA services through commercial advertising when authorized.

Organize and coordinates media interviews with staff and oversees arrangements with media involving VAMC activities.

Provides support materials for media as required

Plans media kits and materials, researches appropriate historical, factual, and policy information.

Performs other related duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday, 8:00am - 4:30pm, Subject to change based on the needs of the agency.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2019.

GS-11 Grade level: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

  • GS-11 Qualifications:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9). Experience at the grade level is work performed under immediate supervision. I possess one year of specialized experience equivalent to the Develop and present informational material to achieve understanding of various perspective or concepts GS-09 grade level, of the public; collecting and analyzing public reaction to information programs, develop recommendations for improving the medical facility's communication and outreach with the general public and specialized group. Note: This experience must be clearly outlined in your resume. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed three full years of progressively higher level graduate education leading to a doctoral degree or successfully completed a Ph.D. or equivalent doctoral degree program. Note: a transcript must be provided. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and progressively higher level graduate education leading to a doctoral degree. Note: resume must be clearly documented with this experience and a transcript must be provided.
GS-12 Qualifications:
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:Developing marketing and communication plans to educate Veterans about VA services through commercial advertising ,when authorized, direct mail campaigns, internet campaigns, multimedia and social media communications, outreach events, public service announcements and other initiatives. Preparing press releases, speeches and feature stories and skilled in communicating with the public. Determine newsworthiness of materials and market releases and articles to the mass media. Providing recommendations and assistance to management about sensitive community outreach and pubic affair issues. Skilled in utilizing desktop publishing for production of in-house publications, video editing for production of in-house video and audio news. Write speeches for management officials relating to community outreach, special events, healthcare information within the Department of Veteran Affairs. Develop new information materials, including news release, fact sheets, brochures, booklets, broadcast audio and video podcast, that increase communication with medical center's various publics. Conducts workshops, seminars and other meeting with non-profit organizations, schools, state, and local governments agencies and cooperating industries to stimulate interest. Collect Summarize, analyze comments on medical facility, program issues and develop recommendation for management. Note: This experience must be clearly outlined in your resume

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is mainly performed in an office-setting.
