Duties

Help

Duties include, but are not limited to:

  • Planning, organizing, and managing programming to Cuba, including complete oversight for all matters related to programming, format, quality control and production.
  • Ensuring the overall quality and content of OCB's programming.
  • Recommending changes or improvements to broadcast policies and plans designed to enhance programming and increase listenership.
  • Ensuring adherence to the VOA Charter, Journalistic Code and Best Practices Guide relevance to the target region.
  • Overseeing of resource management controls and financial execution of the programming budget.
  • Developing standards, systems, and best practices for content creation, distribution, maintenance, content retrieval, and content repurposing, including the real-time implementation of content strategies.
  • Providing direction, advice, and guidance to subordinate personnel on policy implementation and program strategy for the most effective utilization of human and financial resources.
The ideal candidate understands the process of establishing and managing a digital newsroom, and demonstrates the capacity to envision a new, "digital first," environment for a major international broadcaster, including generating and pushing content across a dynamic multi-media environment.

Qualifications

Applicants MUST meet all of the following to qualify for the position:

  • At least one (1) year of specialized experience (as defined below) equivalent to the next lower grade level (GS-14), in a field which is directly related to this line of work, AND,
  • MUST be fluent in the Spanish language, sufficient to apply journalism principles, principles, practices and methods, AND,
  • MUST have a comprehensive knowledge of Cuba, its people, history, politics, culture and institutions, including a knowledge of Cuba's National and regional media usage patterns.
Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.

Specialized Experience is experience:
  • Developing and implementing strategies for future growth opportunities in a Spanish-language broadcasting environment;
  • Establishing and managing a digital newsroom, including understanding:
    • (1) fundamental staffing requirements,
    • (2) organizational design, and
    • (3) the ability to address matters unique to Spanish-language broadcasting and in the greater media space; and
  • Adapting production elements to a multimedia platform, for example: radio, TV, and Internet, including social media.

Education

Applicant cannot substitute education for experience.

1. If you are an eligible Inter agency Career Transition Assistance Program (ICTAP) applicant, you may apply for special selection over other candidates for this position. To be well-qualified and exercise selection priority for this vacancy, displaced Federal employees must be rated at 85 or above on the rating criteria for this position.
