Summary

This position is located in the Northeast Region, Field Operations Office in Frederick, Maryland. The incumbent will be responsible for providing assistance to the Soil and Water Conservation District. The incumbent will also work with landowners to apply and maintain a number of conservation practices and review of financial assistance requests under the provision of federal, state, and possibly agriculture programs.

Duties

Help
  • Assists in conducting field investigations, surveys, and assembly of data needed in the development of conservation practices for structural solutions to problems with water quality, erosion, drainage, and irrigation.
  • Assists the District Conservationist in developing large area resource conservation plans; compiles resource information, prepares maps; and interprets soil survey data for use in conservation planning.
  • Provides planning information to local government, district personnel, rural and community residents, and other entities for the development other natural resources projects such as flood control projects, paths, trail ways, and wildlife habitats.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-7 grade level for consideration for the GS-8 grade level).

Specialized Experience for the GS-7: To qualify for the GS-7 level, you must possess at least one year of specialized experience equivalent to the GS-6 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience for this position is described as maintaining a variety of non-routine conservation measures on public and privately owned land including farms, parks, shoreline, dams and reservoir areas, forests, and/or wildlife habitats.

Examples of specialized experience include:

  • Advising property holders on the effectiveness of applying soil and water conservation practices;
  • Conducting basic research in support of conservation planning efforts; and/or
  • Performing surveying work, reducing notes and drafting specifications for various stabilization or diversion practices; OR
Substitution of education in lieu of specialized experience: One full year of graduate education from an accredited college or university leading to a master's degree with a major course of study in natural resources, agriculture, forestry, range management, or another subject-matter field directly related to the position; OR

Combination of Education and Experience: Possessa combination of graduate-level education and experience, as described above. This combination has equipped me with the necessary knowledge and/or experience to successfully perform the duties of this position. Note: Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

Specialized Experience for the GS-8: To qualify for the GS-8 level, you must possess at least one year of specialized experience equivalent to the GS-7 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience for this position is described as providing assistance with field investigations and surveys to include planning, design, layout, implementation, certification of conservation practices and overseeing construction practices.

Examples of specialized experience include:
  • Providing technical support to conservation planners in resource planning by utilizing applicable survey tools and planning software;
  • Compiling resource information, preparing maps, and interpreting soil survey data for use in conservation planning; assisting with public information activities and providing guidance and policy for the application of practices;
  • Developing and maintaining constructive relationships with clients, partners, and conservation Districts; and/or
  • Assisting in conducting field investigations, surveys, and assembly of data needed in the development of conservation practices for structural solutions to problems with water quality, erosion, drainage, and irrigation; OR
Substitution of education in lieu of specialized experience: Graduate education meets the specialized experience only in those instances where it is directly related to the work of the position. This is defined as the successful completion of two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree from an accredited college or university with a major course of study in natural resources, agriculture, forestry, range management, or another subject-matter field directly related to the position; OR

Combination of Education and Experience: A combination of graduate-level education and experience, as described above. This combination has equipped me with the necessary knowledge and/or experience to successfully perform the duties of this position. Note: Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

  • Physical Demands: The work requires regular and routine prolonged walking over field terrain and bending, lifting, and stretching when utilizing survey instruments and equipment.
  • Work Environment:The work involves regular and recurring exposure to agricultural and construction type equipment while in operation. There may be exposure to heat snow and ice as well as herbicide and chemical spray operations, which require safety precautions.
