    The Taxpayer Advocate Service is an independent organization within the IRS.  The TAS mission is to assist taxpayers in resolving their problems with the IRS (Case Advocacy), and to identify and propose administrative and legislative solutions to mitigate those problems (Systemic Advocacy).

    Responsibilities

    WHAT DOES A MANAGEMENT AND PROGRAM ANALYST (CONGRESSIONAL AFFAIRS) DO? As a Senior Management and Program Analyst, you will serve in the role of Advisor on matters and/or issues related directly to the Taxpayer Advocate Service function. You will be responsible for general management and executive direction within the program and functional areas of Communications & Liaison and Labor Relations. You will be responsible for high level, cross-functional projects, often of a confidential nature. These projects may include the development of broad policy and operational objectives as they relate to the function, which often require integrating and/or coordinating efforts and activities across organizational lines, including the Office of the National Taxpayer Advocate, other Operating Divisions, and functional organizations. This position is under the general administrative direction of Communications & Liaison under the National Taxpayer Advocate, and as such you will be expected to have great familiarity with the Taxpayer Advocate function, its mission and the work performed in support of this mission.

    As a Management and Program Analyst (Congressional Affairs) you will:

    • Meets with top-level managers and executives within the Service to define the overall goals and objectives of the project.
    • Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Departmental and Service goals, schedules, and policies.
    • Establishes a system to review, control, and report on project status; Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project.
    • Directs, coordinates, and integrates the work of employees who are assigned to the project either full or part-time. Reviews the work of project participants for adherence to established policies and to ensure compatibility and consistency in meeting overall project objectives.
    • Monitors project status and adjusts work plans, schedules, and assignments for project accomplishment.
    • Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them.
    • Manages project resources to meet goals and objectives. As needed, recommends adjustment of resources.
    • Prepares agency directives, IRM issuances, memoranda, Service-wide policy statements, and other written guidelines and recommendations relating to the project.
    • Conducts briefings and prepares comprehensive reports to keep top-level managers and executives advised of project plans and progress and to communicate findings and recommendations.
    • Coordinates national and international meetings and conferences including Members of Congress, dignitaries of foreign governments and other domestic and international leaders
    • Manages all outreach programs across the Taxpayer Advocate Service to external stakeholders and customers, public organizations, not-for-profits, Returns Preparer Organizations
    • Advises on media outreach and strategy for the Local Taxpayer Advocate offices.
