Duties

Help

If selected for this position, you will join a well-respected team in the United States Attorney's Office for the District of Maryland that is responsible for administering a public affairs program to inform and educate a state-wide or region-wide audience consisting of various racial, ethnic, economic and social groups, bar associations, community organizations, and law enforcement organizations and agencies. Typical work assignments will include:

  • Coordinating and personally participating in media events on behalf of the United States Attorney's Office (USAO).
  • Developing news releases, briefing news media representatives, and preparing written material for dissemination and publication.
  • Exercising good judgment when dealing and speaking with media representatives about sensitive topics such as indictments, fines, and prosecutor identity.
  • Responding to information requests from local and national news media and specialized and general public inquiries on significant United States Attorney's Office program initiatives in written and oral form, which often require detailed explanations of negative comments made on the program's activities or performance in a particular situation.
  • Planning, directing, and executing state-wide or region-wide campaigns to convey complex information concerning United States Attorney's Office initiatives, programs, and operations.
  • Establishing and maintaining effective working relationships with members of the local, regional, and national news media, and specialized groups interested in the United States Attorney's Office programs.
  • Arranging and conducting special events, workshops, seminars, and other meetings with various organizations.
  • Implementation of the United States Attorney's Office's social media program for the entire district, with an emphasis on planning for and managing communications on the district's social media platforms.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

GS-09: To be qualified at the GS-09 level, you must have ONE (1) year of Specialized Experience equivalent to the GS-07 level in the Federal Service, OR Education, OR a Combination of Education and Experience.

Specialized experience is defined as: being the point of contact for planning, coordinating, disseminating, and conveying complex information concerning an organization's initiatives, programs, and operations to the general public and news media outlets; experience gathering facts and drafting press releases and news stories for publication; editing written press releases, news stories or reports; experience creating, distributing and managing via internet internal office communications, such as newsletters and/or press releases; experience establishing and maintaining relationships with news media and law enforcement; and experience monitoring and updating social media networking sites, which may include Facebook, Twitter, Instagram, and other similar community sites.

OR

Education: Possess one of the following types of education in a related field (e.g.,
Communications, Public Affairs): Master's or equivalent graduate degree (such as an LL.B.); OR two (2) full years of progressively higher-level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

OR

Combination of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of one (1) full year.

GS-11: To be qualified at the GS-11 level, you must have ONE (1) year of Specialized Experience equivalent to the GS-09 level in the Federal Service, OR Education, OR a Combination of Education and Experience.

Specialized experience is defined as: developing and managing social media platforms (i.e., Facebook, Twitter, Instagram etc.) to create appropriate messaging about an organization's priorities and initiatives; experience establishing and maintaining effective working relationships with members of the local and regional news media, law enforcement and special interest groups; experience responding to information request and inquiries from the general public and local/regional news media; experience arranging and conducting special events, workshops, seminars, and other meetings with various organizations in stimulating participation in organizational program activities; experience writing, editing and preparing press releases, reports, news stories, decision/information papers and briefings.

OR

Education: Possess one of the following types of education in a related field (e.g., Communications, Public Affairs): Ph.D. or equivalent doctoral degree; OR three (3) full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

OR

Combination of Education and Experience: You must have a combination of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of two (2) full years.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
