The United States Attorney's Office for the District of North Dakota is seeking an experienced paralegal with a strong background in civil litigation for the position of Paralegal Specialist (Civil). The candidate selected for this position will work in the Office's Civil Division at either the Main Office in Fargo, North Dakota or the Branch Office in Bismarck, North Dakota. Areas of practice will include complex defensive litigation matters, including personal injury and medical malpractice, constitutional torts, actions seeking review of federal agency decisions, employment discrimination, natural resource and land use, and bankruptcy and foreclosure matters. Other areas of practice may include affirmative litigation matters such as health care fraud, federal program fraud, and civil rights. Paralegals in the Civil Division perform tasks related to all stages of litigation, and the successful candidate should have substantial experience assisting attorneys with legal and factual research, drafting pleadings, motions practice, preparing and responding to discovery requests, organizing paper and electronic documents in discovery, conducting witness interviews and taking depositions, and preparing civil cases for trial. Duties will include, but are not limited to:

  • Perform basic legal and factual research, using information databases, and prepare related memoranda analyzing research.
  • Prepare a variety of substantive legal documents for use in civil litigation ( e.g. pleadings, motions and supporting memoranda, discovery requests and responses, releases of information, and other documents).
  • Coordinate closely with other Justice Department components and federal agencies.
  • Prepare, organize, summarize, and maintain a variety of trial-related documents relevant for civil litigation ( e.g. paper and electronic discovery, witness lists and summaries, exhibit lists, trial subpoenas).
  • Prepare for and assist with witness interviews and depositions.
  • Prepare cases for trial.

Qualifications

GS-09: In order to qualify for the GS-9 level of this position, you must meet ONE of the following qualification requirements:

A. SPECIALIZED EXPERIENCE: Possess at least one full year of specialized experience equivalent to the GS-7 level in Federal service performing paralegal or legal work which demonstrates a basic knowledge of legal research and ability to interpret legal decisions. Examples of qualifying experience include performing the following types of duties: examining and processing a variety of legal documents; conducting research, analysis and evaluation of data in response to complex or sensitive requests; drafting briefs, pleadings, litigation recommendations, or other legal documents and correspondence; using a variety of electronic or manual filing systems to acquire and store information; documenting findings and preparing recommendations; searching and reviewing legal references, case files, and other sources for information and data required by attorneys or court personnel.
OR

B. EDUCATION: Possess one of the following types of education in a related field: a J.D. or LL.B; OR a Master's or equivalent graduate degree or higher; OR 2 full years of progressively higher level graduate education leading to such a degree.
OR

C. COMBINATION EDUCATION & EXPERIENCE: A combination of specialized experience as described in A and graduate education as described in B which when combined equal 100% of the requirements. (Only graduate education in excess of 1 full year is creditable.)

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
