Summary

The Advisor for Strategic Innovation is located in the Agricultural Research Service (ARS), Office of National Programs (ONP) in Beltsville, MD. This position is responsible for providing advice, guidance, structure, and support to scientific programs at ARS to generate and identify strategic innovation initiatives and explore higher risk opportunities.

This is a term, time-limited appointment with an initial duration no less than 13 months and can be extended up to a total of 4 years.

Duties

Help
  • Develops plans for the implementation and management of programs and projects for high-risk, high-reward innovation; Serves as the key resource in the designing of innovation tools and implementation strategies.
  • Uses a variety of social media to communicate with the scientific community (both within and outside ARS) and present information; Uses survey software in order to gather information/data.
  • Works closely with ARS leadership to discuss and initiate possible changes to internal evaluative structural to incorporate avenues for the recognition of risk taking.
  • Maintains close contact with researchers at universities, industry, foundations, and other federal and state agencies.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

For the GS-13 position:
Applicants must have at least one year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates the following: 1) Serving as a point of contact to (and/or partnering with) innovation collaborative groups/networks; 2) Supporting the administration of innovation prize and/or challenge competitions; and 3) Analyzing data and providing recommendations to stakeholders, such as senior leadership.

For the GS-14 position:
Applicants must have at least one year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates the following: 1) Serving as a point of contact to (and/or partnering with) innovation collaborative groups/networks; 2) Leading and overseeing innovation prize and/or challenge competitions; 3) Coordinating the work of a cross-functional team; and 4) Analyzing data and providing recommendations to senior leadership.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
