Summary

This position is located in the Office of Inspector General, Office of Investigations (INV).  INV has broad jurisdiction over criminal, civil, and administrative investigations of alleged violations of Federal laws, regulations, and policies relating to Department/U.S. Agency for Global Media (USAGM) programs and operations.  The incumbent serves as an Investigative Analyst.

Duties

Help

The incumbent will:

Assist INV special agents in their casework by participating on interviews and assisting in search warrants and providing digital forensics support.  The incumbent provides analytical support to the special agents by applying and integrating technological capabilities through every aspect of electronic data acquisition, case investigation, and litigation.  The incumbent will incorporate innovative techniques, which will allow the special agents to locate their data quickly and efficiently. The incumbent will be both proactive and reactive in meeting the agents’ needs.     

The incumbent follows digital forensics best practices and procedures, and maintains comprehensive notes detailing the work product.  The incumbent conducts complex examinations involving digital storage media, and independently collects, processes, and preserves digital evidence from electronic devices such as computers, hand held digital devices, network servers, and other automated/data storage devices and digital media.

The incumbent assists INV special agents in the use of digital first responder tools to ensure proper handling of evidence should a digital forensics professional not be available.  The incumbent will become a subject matter expert on one or more digital forensics subjects as outlined by the supervisor.  On a routine basis, the incumbent will be expected to provide training on the subject(s) to other digital forensics examiners or special agents.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience must demonstrate the following:  

  • Experience in the performance of digital forensics examination.
  • Experience performing comprehensive technical analyses of computer-related evidence, such as digital media storage devices (hard disks, magnetic tapes, floppy disk, etc.).
  • Experience collecting, organizing and analyzing information related to complex investigative cases, using state-of-the-art software programs.
  • Experience in the preparation of reports and other complex technical material.
  • Experience testifying in court as to the procedures and methods used to obtain and analyze digital evidence.

There is no substitute of education for specialized experience for the GS-13 position.

Qualified candidates are assigned a score between 70 and 100.  Agency Career Transition Assistance Program (CTAP) or Interagency Career Transition Assistance Program (ICTAP) candidates must be rated "Well Qualified" for the position and earn a score of at least 85 (when applicants are rated in a range of 70 to 100) to receive consideration for special priority.
