Summary

This position is part of the R9-Chief-Office of Law Enforcement, Digital Evidence Recovery/Technical Support Unit (DERTSU), As a Criminal Investigator, Senior Special Agent (Digital Evidence/Technical Support) you will be responsible for seizure and analysis of digital evidence related to complex domestic and international wildlife crimes. You will also maintain, install, and operate sophisticated technical surveillance equipment in support of investigations.

Duties

Help
  • Conducts advanced digital evidence analysis, search warrant preparation assistance, and trial preparation in support of environmental and related criminal investigations of extreme complexity and scope.
  • Compiles evidence gathered from various sources digital evidence, technical investigators, and other investigators around the nation.
  • Plans, coordinates and conducts complex installations involving technical surveillance equipment for the purpose of collecting electronic and other evidence of criminal activity.
  • Develops and fabricates specialized electronic and other surveillance equipment for the purpose of collecting evidence of criminal activity.
  • Prepares investigative reports detailing the installation of surveillance equipment and the collection and chain of custody to evidence gathered.
  • Participates in grand jury investigations of potential violations involving digital evidence and technical surveillance evidence.
  • Testifies as a government witness, specializing as digital evidence/technical surveillance expert witness.
  • Performs liaison with the Department of Justice Criminal Division's Computer Crime and Intellectual Property Section (CCIPS).
  • Coordinates digital evidence search warrant operations and technical surveillance operations
  • Provides digital evidence and technical investigations training for investigative, regulatory, intelligence and prosecutorial personnel. Training will occur overseas on a regular basis.

Qualifications

Applicants are ineligible for this position if ANY time they have been convicted of a misdemeanor or felony crime of domestic violence, unless such conviction was expunged, set aside or the applicant receives a pardon.

Only experience and education obtained by 12/06/2019 will be considered.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to in-depth knowledge of the principles of criminal and/or civil investigations, laws of evidence, rules of criminal procedure and precedent court decisions concerning the admissibility of evidence; analyzing information in order to distinguish between relevant and irrelevant information or evidence, to detect discrepancies in information or evidence, establish facts or obtain evidence that will
prove or disprove allegations; and to plan and conduct investigations; experience must have also included applying investigative techniques in order to interview suspects and witnesses, follow leads, develop and use informants, examine records, perform under cover work, conduct surveillance, and prepare reports and other complex technical material that deal with the collection, protection and recording of evidence, the presentation of testimony and the retention of informational materials concerning illegal activities and practices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Public Land Corps (PLC) Hiring Authority:
Note: You must provide a copy of the Certificate of Eligibility for Non-Compliance Hiring Based for Public Land Corps Service.
(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
(c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and
(d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years.

  • This position sensitivity level has been designated as critical sensitive. The selectee must undergo a Single Scope Background Investigation (SSBI) prior to appointment.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Knowledge of, and experience in applying, investigative techniques involving digital and/or electronic devices sufficient to extract hidden and/or deleted data to establish a relationship of facts and evidence when this relationship is willfully concealed and critical witnesses difficult to locate.
  • Knowledge of the functions and jurisdictions of international, federal, tribal, state and local agencies, and relationships between agencies along with the skill to develop effective, productive relationships in order to plan/conduct/manage large-scale and/or multi-jurisdictional cooperative investigations and to maximize the prevention and detection of violations.
  • Knowledge of methods, procedures, and techniques applicable for conducting complex investigations.
  • Ability to communicate effectively in writing sufficient to provide accurate and timely technical reports to technical and non-technical recipients; develop training curriculum and handouts; develop procedure manuals; and respond to inquiries.
  • Ability to communicate effectively orally sufficient to make formal/informal oral presentations, serve as an expert witness, interview witnesses, interrogate suspects, and conduct training on electronic surveillance equipment, investigative techniques and legal restrictions.
