We are currently filling one vacancy, but additional vacancies may be filled from this announcement as needed for other GSA organizations.    

The Operations Research Analyst leads complex studies that span business processes and operations specifically impacting the government-wide CM program as well as execution and performance of the program’s priority initiatives.

In this capacity, you will perform the following duties:

  • Applies a wide range of mathematics, statistics and qualitative and/or quantitative methods to conduct studies, initiate new areas of study, and recommend areas of further study related to the data used in and for the government-wide category management program.
  • Plans, designs and develops key performance indicator (KPI) requirements and methodologies for reporting on metrics relative to the government-wide category management program, and prepares recommendations for potential changes/adjustments to KPIs and other metrics
  • Performs government-wide and program level data analysis including reporting responsibilities across multiple areas of focus (example areas include strategic sourcing and category management initiatives).
  • Provides technical expertise and feedback to management regarding developed highly visible, complex business oriented reports and metrics to measure and track program performance. Serves as the subject matter expert (SME) for troubleshooting data capturing processes, procedures and systems to ensure data quality.
  • Establishes and leads program management support efforts such as identifying requirements for automated analytical tools, defining standard processes and methodologies, documenting best practices, and developing appropriate program content to be used across Acquisition Gateway and Government-wide CM dashboards related to analyses performed.

The GS-14 salary range starts at $117,191 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience managing and leading quantitative and qualitative studies and analyses that are highly technical in nature and address key category management policies and programs, and support a wide range of acquisition functions. Such experience must include designing, developing, and adapting mathematical, statistical, econometric and other scientific methods and techniques; analyzing mathematical/statistical results and developing reports based on the findings; leading and managing studies related to category management, strategic portfolio, and financial management issues and activities within a major acquisition organization; and, application of systems analysis design methodologies for automation and database management applications.

Education

You must meet Specialized Experience in addition to Basic Requirements:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

  • Knowledge in operations research and economic analysis as they apply to government-wide acquisitions and operations.
  • Skill in government-wide performance data, ensuring data quality, creating baselines, building automated reports and/or models, using statistical approaches to arrive at conclusions, and creating projections while leveraging a variety of data sources
  • Ability to identify required data sets, collecting the data, cleansing, validating and manipulating data using databases and statistical software tools. Experienced in establishing data baselines, study and analytical methodologies, cost avoidance/savings calculations, small business utilization, spend under management and other similar types of foundational data and reporting metrics
  • Skill in written and oral communication in order to communicate performance updates, both in technical and non-technical terms, to a wide variety of stakeholders including leadership.
  • Skill in preparing project management and study plans; problem recognition and identifying relevant factors for analysis, tracking progress against project and program milestones; proactively working with others to address issues; and providing authoritative advice and information on project status, progress, and/or problems
  • Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified.
  • We will verify your answers to the questions in your resume. If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.
  • Within each category, veterans will receive selection priority over non-veterans.
