Duties

The position is located in the United States Patent and Trademark Office (USPTO), Office of the Commissioner for Trademarks, Deputy Commissioner for Trademark Administration, Electronic Filing and Public Web Services.

The duties of this position include, but are not limited to:

  • Serving as the Communications Planning and Management Specialist for the Trademark business unit responsible for developing and executing a strategic communication program that includes implementing strategic initiatives and information campaigns, that leverage all available communication formats and emerging technologies to most effectively communicate complex information, programs and policies.
  • Assisting in developing policy and program guidance that directly contributes to overall customer and employee communication strategies to reach the spectrum of audiences through various methods. 
  • Leading a strategy and content creation process using research/analysis, planning, implementation and evaluation to convey information about Trademark programs and services to a variety of audiences across all communication channels.
  • Authoring high-quality content to fulfill trademark business unit communication needs.
  • Developing content to support the full-spectrum of communication such as talking points, presentations, blogs, and speeches, responses to media queries, social media, email alerts, official correspondence, and website content.
  • Analyzing information and making recommendations for improving delivery of information to customers and employees.
  • Developing and providing oversight and direction for short and long-term planning in setting the business unit’s overall communication strategy to support enhanced customer and employee experience.
  • Coordinating, collaborating and participating directly with Trademark senior leadership, technical and functional experts within the Office of the Chief Communications Officer to help steer agency-wide internal and external communication policy and practices, ensure strategic communication alignment, promote compliance with agency wide policies, and provide awareness of Trademark communication planning and ongoing communication activities.as expert technical advisor and consultant with respect to video teleconferencing, audiovisual equipment and systems, and visual information media.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

GS-13

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.  Specialized experience at the GS-13 grave level includes the following: 

Skill Set 1 - Experience developing, planning and managing a customer or stakeholder communications program; working with internal and external stakeholders to identify communication goals and preferred strategies; determining the prioritization of proposed communications activities.

Skill Set 2 - Experience working with communications staff and subject matter experts to develop and execute the activities of a strategic communication plan.

Skill Set 3 –Experience advising on best practices for communicating with internal and external customers and obtaining leadership support and agreement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

Education

Education can not be substituted for specialized experience at the GS-13 grade level for this position.

Probationary Period- If selected, you may be required to complete an initial one-year probationary period.

Relocation Expenses are not authorized and will not be paid.

CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100. You will be evaluated for this job based on how well you meet the qualifications above.

KSA 1 – Knowledge of the principles, methods, practices, and techniques of communication that enables the strategic communications specialist to function as the business unit expert on all internal and external communication programs, activities, problems, and issues to meet the needs of a worldwide customer base of intellectual property trade groups, trademark attorneys, small business leaders, entrepreneurs, students, and other stakeholders.

KSA 2 – Knowledge and skill in selecting differing types of print and digital communication options and writing or designing a myriad of products, such as website content, social media, feature stories, brochures, talking points, speeches, and more.

KSA 3 – Skill in applying a variety of analytical techniques in gathering, analyzing, and evaluating complex data and developing appropriate recommendations for senior leadership consideration.

KSA 4 – Skill in evaluating the effectiveness of the communication program throughout the organization, analyzing feedback from work units and staff, and developing recommendations to improve internal processes to enhance the overall communication program.
