The PBS Project Delivery Division is looking for Project Managers specializing in Design and Construction as it relates to the management of building type construction.

As a Project Manager specializing in design and construction as it relates to the management of building type construction. You will be responsible for:
Leading and developing comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities and budget impact.
Identifying, manage, integrate and/or adapt resources to achieve project goals while effectively managing scope, schedule and budget for assigned projects.
Managing all aspects of the project’s finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget.
Determining project risk and assesses project activities and resources to mitigate risk on behalf of the government.
Providing leadership and direction to a wide range of representatives from within and outside the Federal sector during the development and management of complex project

GS-9 LEVEL:
The GS-09 salary starts at $54,753. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify for the GS-09, you must demonstrate one year of experience equivalent to the GS-07 in the Federal service.
Specialized experience is experience utilizing project management practices and tools to assist with managing portions of construction and/or repair and alteration projects in a real estate environment. This experience must include assisting with:
Managing portions of projects (balancing scope/quality, schedule and budget) requiring the services of at least two disciplines (i.e., construction, design, interior furnishings, etc.) from project planning phase through financial closeout;
Interpreting customer needs;
Coordinating project plans, budgets, and schedules;
Coordinating decisions with stakeholders;
Managing contracts supporting assigned projects; and
Participating in negotiations regarding sound real estate business transactions. OR
Have a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD. This education provided you with the knowledge, skills, and abilities necessary to do the work of the position. OR
Possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
GS-11 LEVEL:
The GS-11 salary starts at $66,245. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify for the GS-11, you must demonstrate one year of experience equivalent to the GS-09 in the Federal service.
Specialized experience is utilizing project management practices and tools to manage or assist with construction and/or repair and alteration projects in a real estate environment. This experience must include:
Managing projects (balancing scope/quality, schedule and budget) requiring the services of multiple disciplines (i.e., construction, design, interior furnishings, etc.) from project planning phase through financial closeout;
Interpreting customer needs and developing them into actionable requirements;
Coordinating and balancing project plans, budgets, and schedules;
Coordinating and facilitating decisions with multiple stakeholders;
Applying procurement knowledge and experience to assist with managing contracts supporting assigned projects; and
Participating in negotiations for sound real estate business transactions. OR
Have 3 years of progressively higher-level graduate education leading to a Ph.D. or a Ph.D. or equivalent doctoral degree. This education provided you the knowledge, skills, and abilities necessary to do the work of the position OR
Have a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
GS-12 LEVEL:
The GS-12 salary starts at $79,400. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify for the GS-12, you must demonstrate one year of experience equivalent to the GS-11 in the Federal service.
Specialized experience is utilizing project management practices and tools to simultaneously manage multiple construction and/or repair and alteration projects in a real estate environment. This experience must include:
Managing projects (balancing scope/quality, schedule and budget) requiring the services of multiple disciplines (i.e., construction, design, interior furnishings, etc.) from project initiation phase through financial closeout;
Interpreting customer needs and developing them into actionable requirements;
Developing, managing, and balancing project plans, budgets, and schedules;
Coordinating and facilitating decisions by managing multiple stakeholders;
Applying procurement knowledge and experience to manage contracts supporting assigned projects; and
Negotiating sound real estate business transactions.

Knowledge of business management, concepts, principles, and practices sufficient to serve as the manager of designated major projects from the preliminary identification stage through initiation, planning, execution and project closeout stages.
Ability to manage projects impacted by multiple competing priorities and requirements, and to successfully integrate these requirements to meet the goals and objectives outlined for development initiatives. Skill in allocating fiscal, staff, and time resources to produce maximum results.
Ability to effectively manage project financial planning and analysis. Use of financial management knowledge, techniques, and innovation to achieve project results with on-budget, fiscal integrity.
Knowledge and understanding of the funding process, the Federal budget process, and principles of budgeting for asset acquisitions.
Knowledge of procurement principles and procedures and of different types of contracts. Familiarity with contract monitoring and contract termination functions. Skill in techniques to negotiate contract costs, prices, and terms to ensure the successful completion of a project.
Knowledge of the full range of qualitative and quantitative analysis techniques and methodologies is required.
Skill in assessment and evaluation techniques, cost/benefit analysis, acquisition planning, risk management, knowledge management, and forecasting are required.
Knowledge of new legislation, draft legislation and Federal regulations that apply to leasing and development, as well as to client organizations to determine potential impact on current and planned projects, zoning and planning commissions, and others to identify strategic objectives, goals and long range plans for development.
General knowledge of real estate processes and programs to include site acquisition, real estate markets, and financial management as it relates to real estate.
Ability to satisfy and support a diverse customer base by working effectively with customers, assessing their needs and satisfying their expectations within sound business practices.
Ability to communicate both orally and in writing. The use of computers for business and project management applications is required.
