Duties

Help
  • Contributing to a range of staff functions involving planning, policy development, and analysis necessary for key policy and program decisions by the division leadership.
  • Developing reports and other staff documents on policies, programs, plans, research accomplishments, and other activities.
  • Maintaining awareness of scientific and legislative developments and issues having implications for current and planned health and bioethics research and research training programs.
  • Consulting with a wide range of individuals who are involved in scientific research to identify major issues, roadblocks, and potential actions necessary for policy development and interpretation.

Qualifications

Basic Qualifications:Bachelor's degree, or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (https://ope.ed.gov/accreditation) at the time the degree was obtained.

Additional Qualifications:GS-11: In addition to meeting the basic qualifications, you must have completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or, have a Ph.D. or equivalent doctoral degree in a related field;

OR

have at least one year of qualifying specialized experience equivalent to at least the GS-09 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: assisting in evaluating issues associated with health-related research programs; gathering research-related science policies; advising on health science policies related to research issues; participating in strategic planning activities associated with health-related research; preparing materials with health-related research content for scientific committees and maintaining liaisons or collaborations with groups that have related program interests; writing scientific or academic documents.

OR

have a combination of graduate education and experience that meets 100% of the qualification requirements for this position.

GS-12: In addition to meeting the basic qualifications, you must demonstrate one year of qualifying specialized experience equivalent to at least the GS-11 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: analyzing and evaluating issues associated with health-related research programs; analyzing health-related research-related science policies; advising on health science policies related to research issues; conducting strategic planning activities associated with health-related research; coordinating and preparing materials with health-related research content for scientific committees and maintaining liaisons or collaborations with groups that have related program interests; writing scientific documents.

GS-13: In addition to meeting the basic qualifications, you must demonstrate one year of qualifying specialized experience equivalent to at least the GS-12 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: providing technical and policy advice to senior leadership on issues concerning science policy issues affecting biomedical research community; analyzing and contributing to policy development for biomedical research; providing staff support to expert committees and meetings to address program and science policy issues; developing agency position papers on science policies, clarifying alternative strategies and options and recommending courses of action; analyzing and developing science policies related to a broad range of problematic issues.
