Duties

Help
  • Perform installation, maintenance, troubleshooting, replacement and repair of electrical distribution systems, oil and dry transformers, and wide range of voltage (15 KV (kilovolt) level and under), amperage, phase and frequency, etc.
  • Plan and lay out the routing, placement type, size, gauge, balance, load, continuity and safe operation of electrical lines, circuits, systems, equipment and controls.
  • Interpret and apply the National Electric code, local codes, building plans, blueprints, wiring diagrams, engineering drawings, and uses trade formulas to calculate common properties (e.g. voltage, voltage drop, etc).
  • Utilize a wide variety of test equipment such as screw drivers and conduit benders, and test meters, voltmeters, ammeters, watt meters and ohmmeters.
  • Knowledge of wire size, type and arrangement for proper and safe operation of electrical systems.
  • Ability to troubleshoot VFD (Variable Frequency Drive) and some of their components.

In order to qualify for this position you must meet the following by the closing date of the vacancy announcement:
11/29/2019Qualifications will be determined under the Job Element Rating System X-118C, Qualifications Standard Handbook. While a specific length of time and experience is not required for most Wage Grade positions, you must show through experience and training that you possess the best qualified level of knowledge and skill necessary to perform the duties of this position. Qualification requirements emphasize the quality of experience, not necessarily the length. The responses to the questionnaire and your resume should be in significant detail to provide the person rating your application with a good understanding of your ability to do the job, technical knowledge, work, and training experience, etc. (For example You must have the ability to perform the duties of a, Electrician without more than normal supervision (Screen Out)). Applicants who do not meet the SCREEN OUT ELEMENT will not be given further consideration.

PHYSICAL EFFORT:
Incumbent performs duties in crawl spaces, on ladders and scaffolding. Operates boom truck. Work requires close hand and eye coordination, active walking, prolonged periods of standing on concrete floors, climbing, bending, reaching and working cramped positions or crowded areas or confined spaces (manholes). May be required to lift equipment or material weighing up to 75 lbs.

WORKING CONDITIONS:
Incumbent usually performs work inside heated building, but may be required to work on equipment located outside of buildings and on rooftops: Incumbent is subject to the possibility of broken bones, electrical shock, bums, infection, mechanical injury; gas, cuts, bruises, fumes, dirt and grease.

Clothing changes are provided by NADC while a duty station. May be required to shower prior to reporting to duty station in accordance with entrance/exit safety protocols for specific areas of the Center. Safety equipment must be used when required. Incumbent is required to wear a full-faced respirator when working in biological control settings.

To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.

This position requires the selectee to undergo a Special Agreement Check (SAC), Security Risk Assessment (SRA), and a full background investigation (Moderate Risk/Public Trust - Minimum Background Investigation (MBI)). Any offer made is considered a tentative job offer pending the outcome of the SAC. Retention in the position is contingent on a favorable SRA and full background investigation (MBI). The incumbent will be subject to periodic reinvestigations.

This position is eligible for inclusion in a Bargaining Unit.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:

  • Ability To Do The Work Of The Position Without More Than Normal Supervision
  • Ability To Interpret Instructions, Specification, etc. (includes blueprinting reading)
  • Ability To Use and Maintain Tools and Equipment
  • Knowledge of Equipment Assembly, Installation, Repair, etc.
  • Knowledge of Materials
  • Technical Practices (theoretical, precise, artistic)
  • Trouble shooting (electrical)
