Location of position: Federal Acquisition Service, Technology Transformation Service (TTS), Business Operations Division, Talent Branch, Chicago, IL

The Talent Branch is responsible for ensuring the acquisition of top talent by providing the overall strategic direction of the recruitment process.  The work is critical to the success of bringing and enabling high skilled talent within TTS to work on complex and intricate federal IT modernization projects with federal agencies.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

As a Supervisory Talent Operations Specialist, you will serve as a Branch Supervisor and senior project consultant and project/program manager responsible for providing authoritative guidance on talent acquisition, which ensures critical TTS hiring objectives and goals are achieved.

If selected for this position, you will:

Engage in operations and activities pertaining to talent acquisition, TTS-wide.  Plan work assignments on an ongoing basis as well as provide technical and administrative supervision.  Serve as an advisor to senior level officials involved in business operations (specifically hiring actions) and as a liaison with stakeholders.  Identify leading industry best practices within talent acquisition and collaborates with industry and subject-matter experts to develop optimal solutions to complex talent acquisition issues.  Serve as a senior agency liaison in areas related to innovative opportunities with key stakeholders.  Serve as a spokeperson on a diverse range of issues related to TTS business operations.  Confer with key government and private officials and represent TTS at technical symposia and conferences. And also, serve as an agency ambassador representing TTS at events and conferences with the intention of attracting talent to join TTS.

  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Serve a one year supervisory or managerial probationary period, if required

The GS-15 salary range starts at $136,495 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 


SPECIALIZED EXPERIENCE:  

Specialized experience​ is: Training and mentoring recruiters and onboarding specialists; Leading the operations of a human capital talent acquisition program; Conducting recruitment outreach via a variety of methods (e.g. networking, email, social media, events, job postings and cold calling); Sourcing candidates using Boolean logic, LinkedIn and alternative search techniques; Developing and managing content for a static website using version control tools, such as GitHub, including creating pull requests, managing branches and merge commits to the live site; Using agile frameworks or methodologies (e.g. scrum, Kanban, lean startup, service design, or comparable) to manage hiring workflow and demand; Using tools and techniques to develop user experience that include journey mapping, service design, and research; Speaking and recruiting at technical events and conferences.

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  1. Ability to lead, teach, mentor, and coach staff members and newcomers in new emerging programs and processes.
  2. Skill in verbal communications to present sensitive recommendations to higher authority.
  3. Skill in leading and managing high-performing teams to accomplish goals.
  4. Skill in developing and fostering positive business relationships at various levels within customer agencies and across GSA.
  • Your answers to the questions will be used to place you in one of three categories:  Best Qualified, Well Qualified, or Qualified.
  • We will verify your answers to the questions in your resume.  If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.
  • Within each category, veterans will receive selection priority over non-veterans.
