Summary

As an IT Specialist (APPSW), you will ensure that the agency applies modern technologies and execution strategies with an emphasis on areas such as cloud architecture, DevSecOps implementations, API design and development, as well as newer technologies as they emerge. 

Location of position: General Services Administration, Office of GSA IT.

Duties

Help

Serves as a technical expert in the area of software application and service design, performing analytical processes to the planning, design and implementation of new and improved web applications to meet the customer organization business requirements employing industry standards.  Participates in agile sprint planning and contributes to strategic and tactical planning sessions; develops prototypes/participates in GSA's sponsored hackathons and contributes with participants.  Conducts studies of state of the art and proposed developments in the industry and applicability to current and proposed programs, and advises management on new developments and advanced techniques in the information systems area.  Provides oversight individuals under contract to ensure the successful performance of architecting solutions, software development, and policy development as necessary.

The GS-14 base salary range starts at $90,621.00 per year.   Locality pay will be determined once the duty location is established.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates “state of the art” technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience designing, implementing, and maintaining, and the merging of software applications.  Experience must include planning, design, and implementation and merging of new and improved web applications; and working with cloud environments, application programming interfaces, IT solution architecture, or open source development.

Relocation-related expenses are not approved and will be your responsibility.  

Travel expenses associated with interviews may be approved. Determinations will be made on a case-by-case basis.

On a case-by-case basis, the following incentives may be approved:

  • Credit toward vacation leave if you are new to the federal government

Selected applicants may qualify for credit toward annual leave accrual based on prior non-Federal work experience or uniformed service experience.

We are currently filling one vacancy, but additional vacancies may be filled through this announcement in this or other GSA organizations within the same commuting area, as needed; through other means; or not at all. 

This is a full time telework position and location will be established once selection is made.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  1. Skill in applying advanced IT principles, concepts, methods, standards, and practices.

  2. Skill in at least one major topic area: cloud service providers and how application development occurs in those environments; open sources development in the government workspace; API strategy and design; solution architecture for programs transitioning to the cloud, or; DevSecOps.

  3. Knowledge of federal policies, directives and regulations regarding IT system development

    3a. Knowledge of current and emerging IT systems and design, architecture, development, and emerging technologies.
  4. Skill in project management techniques

    4a.  Knowledge of code repositiory tools, such as GIT, and of Service Oriented Architecture topics and techniques
  • Your answers to the questions will be used to place you in one of three categories:  Best Qualified, Well Qualified, or Qualified.
  • We will verify your answers to the questions in your resume.  If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.
  • Within each category, veterans will receive selection priority over non-veterans.
