Summary

As a Budget Analyst, you will serve as a financial advisor and budget analyst for the General Services Administration's Rental of Space (ROS) team.

Location of position: Public Building Service (PBS)

The ROS is responsible for managing the formulation, justification, and execution of the annual budget process for PBS programs within the Federal Buildings Fund.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Help

At the GS-12 level:

  • Develops budget requests.
  • Monitors financial results against projections.
  • Assists in monitoring, reviewing and analyzing the execution of assigned budget activity to determine reasons for variances from spending plans and to avoid violation of administrative funds control procedures. 
  • Adjusts spending plans, as necessary.
  • Executes funding portion of Financial Budget and Reporting deliverables.
  • Reviews, evaluate, develop implementing guidelines, procedures and controls for internal financial management of PBS.
  • Provides technical guidance and training on systems and procedures used to manage budget activities.
  • Primary contact between Office and Budget and PBS.
  • Reports to supervisor on status of funds.

At the GS-13 level:

  • Provides expert guidance, advice and recommendations on all aspects of financial management to senior line managers on the full range of the organization's budgetary/financial matters, such as the interpretation of budget estimates and the formulation of budget requests for long-range planning.
  • Provides direction to Division managers in planning PBS programs and operations by formulating financial objectives and making recommendations with respect to program resource requirements for the attainment of these objectives.     
  • Develops the organization's total long-range financial plan and budget, and is responsible for budget formulation, presentation and execution.  Initiates, executes, coordinates and evaluates all program matters as they relate to the financial management of assigned funds. 
  • Develops, plans and reviews financial activities including long-range budget and program requirements to assure conformity with policy and procedures established by the Agency.
  • Develops criteria for financial tracking plans, necessary reports and analytical data to allow for budgetary formulation and adjustments through the monitoring and evaluation of program goals. 
  • Ensures the accurate input of budgetary data for automated reports by monitoring printouts and overseeing employees responsible for this input throughout the regional organization.
  • Prepares and coordinates answers to questions for the record from Congress.
  • Develops proposed appropriations language in support of PBS programs as part of the GSA budget submission process.
  • Provides technical advice on specific budget tasks, furnishing written instructions, reference materials and relevant background material to other parts of the organization.

The GS-12 base salary range starts at $64,490.00 per year.  

The GS-13 base salary range starts at $76,687.00 per year.  

Locality pay will be determined after selection is made and duty station is established.

To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience for this position includes experience in budget formulation, presentation, and execution; and utilizing knowledge OR skill in applying related laws, regulations, policies, precedents, methods, and techniques of budgeting.

To qualify for the GS-13, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.  Specialized experience for this position includes experience in budget formulation, presentation, and execution; and utilizing knowledge AND skill in applying related laws, regulations, policies, precedents, methods, and techniques of budgeting.

GS-12

  1. Knowledge and understanding of the Federal budget process including knowledge of the congressional budget process and a thorough and detailed understanding of OMB policies, directives and regulations. 
  2. Ability to apply analytical techniques and program evaluation principles to existing and/or proposed program plans and solve a range of financial issues.
  3. Knowledge of financial management principles, concepts and practices to evaluate and provide comprehensive technical assessments.
  4. Knowledge of programs/organizational activities, relevant software applications and related business processes.
  5. Ability to gather, evaluate and format data in connection with the compilation of statistical information and the preparation of recurring reports.
  6. Knowledge of an organization’s business processes to effect business systems decisions and to act as a technical consultant, resource and advisor to customers on varied business system/data management issues.
  7. Skill in interpersonal relations and in written and oral communication.

GS-13

  1. Knowledge of the concepts, principles, practices, laws and regulations of budget and financial management for mission-related programs and services sufficient to analyze exceptionally large and complex programs.
  2. Knowledge of and skill in applying financial and budgetary relationships to perform the full range of administrative, analytical and technical work assigned to operate as a budget authority and subject matter expert.
  3. Knowledge of analytical and evaluative methods, program evaluation and measurement techniques to research and resolve comprehensive problems impacting a financial office of an agency and assigned program office at the regional, zonal and national level.
  4. Knowledge and understanding of the Federal budget process including knowledge of the congressional budget process and a thorough and detailed understanding of OMB policies, directives and regulations. 
  5. Knowledge and expertise in planning, programming, budgeting and financial management techniques and their interrelationships, and the use of accounting and information systems in business line budgets.
  6. Ability to communicate effectively, orally and in writing, with skill in preparing detailed evaluation reports.
