Summary

As a Realty Specialist, you will perform a variety of management and disposal duties to include: produce and implement real property asset management, utilization, property redeployment and disposal strategies and actions.

Location of position: GSA, Public Buildings Service, Real Property Utilization and Disposal, 77 Forsyth Street SW, Atlanta, GA 30303.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Help

Major duties include, but are not limited to the following:

Analysis/Reporting

Review, preparation, analysis and reconciliation of various reports. Analyzes data submitted in Reports of Excess; determines accuracy of real property reports; works with client agencies to obtain property information and complete and analyze reports throughout the disposal process.

Planning & Strategy

Develops disposal plan and strategies that may include exchange strategies and entering into leases or permits as appropriate. Coordinates with local stakeholders and community interests.

Analysis/Best Use of Properties

Screens properties for alternative uses. Provides notices and screens within GSA and other Federal agencies for further Federal need. Screens for homeless interest. Approves/ disapproves requests for withdrawal of excess property. Inspects properties to determine status and condition and suitability for various uses.

Laws and Regulations

Prepares environmental assessments and complies with the National Environmental Policy Act of 1969; Complies with the Comprehensive Environmental Response, Compensation and Liability Act, as well as other appropriate environmental laws, regulations and orders.

Customer Outreach/Relationships

Performs surveys of Federal real property to insure that Federal agencies are fully utilizing their land holdings in accordance with Executive Orders. Serves as focal point person on customer outreach and asset management opportunities; develops materials to facilitate utilization, customer outreach and customer service; working with customers; assessing use.

Software/Systems

Maintains and updates the Real Property Utilization and Disposal system of record for disposal case, service case and other project information on a continuous basis.

  •  If selected, you must meet the following conditions:
    • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
    • Serve a one year probationary period, if required.
    • Undergo and pass a background investigation (Tier 2 investigation level).
    • Work within the office is sedentary in nature; however, during property inspections, or holding compliance or Executive Order surveys, may be required to walk property or visit outdoor sites in different weather conditions.
    • Work within the office is sedentary in nature; with some climbing, walking or carrying of objects required during market surveys or inspections. Incumbent is required to travel and, therefore, must have a valid driver's license.

The GS-12 salary range starts at $78,446.00

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Specialized experience is performing real estate disposal, sales and transfer actions for excess and surplus commercial and/or industrial properties.

This experience must include:

● Researching, interpreting and applying real estate disposal laws, regulations and procedures;
● Developing and implementing property disposal plans and strategies;
● Performing real estate site inspections;
● Conducting highest and best use analysis for real property;
● Negotiating and preparing the terms of disposal and transfer agreements; and
● Conducting customer outreach and marketing for real estate disposal and transfer opportunities.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
    1. Knowledge of applicable Federal statutes, realty laws, executive orders and legal procedures, including but not limited to the Federal Management Regulations and other documents involved in performing and/or reviewing the full range of realty management and disposal transactions.

    2. Knowledge of real estate and real property disposal principles, techniques, theories, practices and policies.

    3. Ability to plan, schedule and balance all aspects of property disposition with a wide range of variables and independently determine and execute the appropriate sequence of required tasks to fulfill client agency needs consistent with Federal real property laws, regulations, orders and policies.

    4. Ability to apply quantitative and qualitative analysis in order to create solutions to solve complex real estate management problems not removable through standard practices.   

    5. Advanced negotiation skills in order to meet with Federal, State, municipal and community representatives on disposal actions.

    6. Ability to assemble and make use of relevant facts, particularly in areas of complexity such as environmental issues.

    7. Knowledge of commercial real estate appraisal principles and the ability to assist with appraisal scope preparation. Ability to provide feedback on real estate appraisal reviews and the ability to explain the appraisal process to customers.

    8. Skill in providing excellent customer service and establishing customer loyalty and retention.

    9. Basic understanding of federal, state and local planning processes in order to support property disposal transactions, asset management initiatives and stakeholder outreach.

    10. Ability to effectively communicate orally and in writing.

    11. Ability to work with varied real property databases, systems and programs.

    12. Ability to evaluate and analyze real estate data and documents and maintain and track the accuracy and completeness of such data.
