The mission of DEEOIC is to protect the interests of workers who were injured or became ill on the job, or their families, by making timely, appropriate, and accurate decisions on claims and providing prompt payment of benefits to eligible claimants.
This position is outside of the bargaining unit.

Major Duties Include:
Serves as a DEEOIC technical expert in coordinating and carrying out a comprehensive quality assurance program for all claims adjudication areas executed throughout the Program nationwide. Applies thorough knowledge of the Act in identifying and evaluating deficiencies of all adjudication elements to include staff work products, medical evidence development, employment evidence development, complicated survivorship issues, tort or State workers’ compensation coordination, exposure data, compensation and medical benefits payment issues, development letters, letter decisions, recommended decisions, and final decisions.
Independently plans, designs, and conducts detailed adjudication process reviews to evaluate adherence to established workers’ compensation policies and procedures. Conducts trend analyses to isolate, identify, and evaluate process deficiencies, performance issues, and other related information in assessing the overall health of the Program. Provides root cause analysis of issues, performance, and/or stakeholder concerns. Uses a wide range of analytical and statistical tools to identify key adjudication inputs and outputs and to define a quantifiable relationship between the input and output work products.
Collaborates with the Division Director and Deputy Director, Policy Branch Chief, National Administrator for Field Operations, Deputy Administrator for Field Operations, National Office and District Office staff and management, Medical Benefits Adjudication and FAB claims managers to determine sampling priorities. Conducts periodic audits and/or sampling of various adjudication process data (e.g., case status codes, employment fields, medical fields, and decision codes) in the automated case processing system to identify data anomalies (e.g., missing input, dates inconsistent with data, etc.) and to ensure data accurately reflects the evidence of record and follows operational and procedural guidance.
Leads field initiatives to improve the quality and performance of any/all mission areas by reducing or eliminating errors, redundancies, and variability through the development of quality assurance plans and systematic process improvement strategies.

Applicants must have at least 52 weeks experience at the next lower level in the normal career progression of the position being filled. When compared to Federal experience, this experience must be equivalent to at least the next lower grade level of GS-12.
This experience may have been gained either in the Federal or Private sectors demonstrating mastery knowledge and considerable skill in applying various qualitative and quantitative methods and techniques to serve as a Program-wide expert analyst for assessing all elements of the claims adjudication process, identifying and resolving problems, and making recommendations to improve the efficiency, reliability, consistency, and effectiveness of complex Program.
