3- Security Clearance: This position has been designated National Security Level III, Critical Sensitive. Applicants must possess a favorably adjudicated Tier 5 level background investigation and have been awarded a Top Secret (TS) clearance. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures. 

As an Acquisitions Operations Specialist, you will:

  • Develop acquisition plans and requirements that reflect recommendations on general management functions, executive decision processes, and interaction between primary program offices regarding bureau business processes and acquisition improvements.
  • Serve as acquisition expert and Contracting Officer Representative (COR), coordinating with other FinCEN CORs to prepare various performance work statements, statements of objectives, procurement packages, interagency agreements, and develop information for contract methods, contract type, extent of competition, and type of service, etc.
  • Serve as the Agency/Organizational Program Coordinator (A/POC), overseeing FinCEN's purchase card program, and designated as the primary point of contact for all purchase card issues.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-13, you must have one full year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:

- Communicating with staff on Government Purchase Card (GPC) related policies, training and monitoring GPC holders actions, and developing procedures to ensure compliance; and
- Assisting customers with acquisition techniques, developing acquisition strategies, and preparing acquisition packages; and
- Serving as a Contracting Officers Representative (COR), overseeing the COR program, providing advice on best practices regarding COR duties, and providing hands-on training.
 
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
