The Deputy Director DCSA Critical Technology Protection is one of two Deputy Directors of DCSA. The position reports to the Director, DCSA, a Tier 3 position.The following responsibilities apply:
As One of two Deputy Directors for the DCSA, you will be responsible for meeting the goals and objectives of the agency by ensuring efficient and cost effective workload management of all assigned missions, including serving as a principal advisor and consultant to the Director, DCSA, in all mission and enabling functions of the agency, including, but not limited to, strategic planning, budget/resource management and execution, quality management of all DCSA programs and operations, and administering and implementing: 1) the defense portion of the National Industrial Security Programs (NISP); 2) additional industrial security services ensuring compliance by all with DoD physical security requirements; 3) security education, training and awareness programs for all DoD, Federal government, employees of US government contractors and employees of selected foreign governments; and 4) creating internal procedures, programs and developing internal management controls to identify resource requirements and systems to monitor the resources and quality of work as it relates to all assigned missions. These broad responsibilities include:
Developing short and long-range plans and goals in conjunction with projected changes in Federal law, DoD Directives, workload and programs that have, or may have, an impact on functions. Creating a communication network among peer and subordinate managers and customers to ensure that timely, professional services are being rendered in support of the DCSA mission and national security objectives of the industrial security, counterintelligence, and background investigations missions.
Exemplifying sound leadership practices and promoting team building. Implementing quality improvement measures, and addressing conflicts and concerns regarding regulatory compliance, and user/customer issues.
Representing DCSA in conferences and meetings with representatives of OSD and other Defense and Federal agencies.
Analyzing and forecasting the impact on DCSA of proposed and final legislation, directives, policies, regulations, procedures, and other guidance, determining their effect on industry clearance and background investigations requirements.
Identifying where and how changes can be made within the flexibility of statutory and broad regulatory requirements.
Carrying out Equal Employment Opportunity (EEO) policies and program activities; communicating support of these policies to subordinates and promoting participation in EEO activities and training.
Ensuring equality in determining qualification, selections, assignments, training, promotions, details, discipline, and awards to employees.

Performing special projects and other duties as assigned.
In addition, your broad agency and customer focused responsibilities include driving innovation to ensure continued improvement and transformation of the DCSA to meet future mission objectives and operational requirements.
Responsibilities specifically assigned in your role as the senior leader and manager of the DCSA Critical Technology Protection mission include:
Supervising subordinate staff within the CTP portfolio.
Serving as the senior advisor to the DCSA Director in all areas concerning CTP.
Providing executive oversight for long-range planning, including planning the integration of CTP into all relevant DCSA education and operational activities.
Ensuring Agency execution and compliance with the NISP; National Industrial Security Program Operating Manual (NISPOM); Arms, Ammunition and Explosives policy; CIP; RTP laws; NATO; National Military Disclosure Committee (NDPC) and international matters; Committee on Foreign Investment in the U.S.; FOCI; Defense Critical Infrastructure Program (DCIP); Counterintelligence and Cyber; CUI; and Information System Authorization.
Ensuring the integration of security, counterintelligence, vetting, and insider threat across all facets of CTP programs.
Establishing goals and objectives for the operations portfolio, and assessing progress toward meeting these goals. Determining reprogramming and rescheduling requirements and making prioritization decisions.

Qualifications

Demonstrated ability in applying transformation principles, techniques, methods, processes, and technology to improve operations and manage programs.

Demonstrated ability to lead complex policy and compliance activities and provide advice/consultation for enterprise level objectives to top-level officials in the DoD, Military Departments, Defense Agencies, non-DoD Agencies, and/or the Defense Industrial Base.
Work experience that qualifies for joint duty certification under IC Directive 601. Qualifying experience requires at least 12 months of satisfactory performance at a pay grade of at least a GS-13 (or equivalent) after September 11, 2001 in positions such as: prior military service, a detail, rotational, or temporary assignment to an IC designated agency or equivalent experience in the private sector, academia, or other Federal or state agencies.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
Current Senior Executive Service (SES) members do not have to submit ECQ's, but must submit MTQ's in accordance with the requirements listed under "Qualifications".
Failure to submit all of the documents on time will result in automatic disqualification.

Joint Duty Credit: All DCSA executive level positions require Joint Duty Credit. Employees will receive joint duty credit for almost any rotational assignment to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-13 or DCIPS Pay Band 3 level, and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit. Note: Employees without Joint Duty Credit may apply for the position and can be considered.
