This position is a mission critical occupation for HRSA. The position is involved in the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As the Deputy Director of Division of Enterprise Solutions and Application Management (DESAM), you will supervise and manage the information technology employees and contractors who collectively design, maintain, and deploy enterprise information technology applications for HRSA.

Specifically, you will:

  • Assist the DESAM Division Director, Chief Information Officer, and other supervisors in OIT in planning and directing the information technology management activities in HRSA.
  • Proactively detect malicious activity in government systems, and analyze the extent to which security controls are implemented correctly.
  • Provide leadership in analyzing the impact of various threat-mitigation strategies in close partnership with system owners including performing cost/benefit analysis.
  • Serve as the lead expert advisor to the DESAM Director in development and implementation of threat management, and balancing the need with adequate resources.
  • Manage the systems development lifecycle by facilitating business process engineering efforts, systems requirements definitions, and provide oversight for application change management control.
  • Provide professional/consultation advice and recommendations related to acquisition, budget management, Capital Planning and Investment Control (CPIC), IT Project management, and Application Lifecycle Management processes.

Basic Requirement:

To qualify for this position, you must have IT-related experience demonstrating each of the four competencies listed here:

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the four IT related competencies listed above, to qualify for this Supervisory IT Specialist (INFOSEC) position at the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and complexity to at least the GS-14 level performing the following tasks on a regular and recurring basis: Overseeing the implementation and maintenance of an organization's custom and enterprise applications using Microsoft products, technologies, services, and software (including both commercial and open source); developing and analyzing long-range plans for vulnerabilities within IT security systems; leading custom software application development projects, including managing staff, resources, and budget to ensure that projects are completed on time and within scope.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
