This position is responsible for supervising the R&P Shared Service Unit (SSU) and administering the VISN's Federal recruitment, placement, and staffing programs. Provides expert level human resource advice and guidance on these programs to the VISN and medical centers MCs' management and staff. Responsibilities include the implementation of R&P policies and regulations; development of local policies and procedures, and brief VISN and medical centers' (MC) management on the status of these programs; train subordinate staff and VISN staff and management regarding the latest information; preparing communications regarding current and future requirements and information. and serving as the VISN's policy and regulatory subject matter expert (SME) for these programs. Plans and conducts studies and analyses of the VISN and medical centers MCs' staffing needs and requirements. Reviews data from feedback mechanisms, performs analyses, summarizes information, identifies trends and develops and implements recommendations. Prepares and completes study reports and makes recommendations to VISN and medical center MC management. The Veterans Integrated Service Network (VISN) has adopted the HR Modernization and Share Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the VISN level. This improvement to HR service delivery will best support the needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retention and performance of staff as well as the consistent execution of HR-related administrative functions to benefit both the staff and Veterans. This streamlined and focused approach moves the VISN forward in its continuum of providing comprehensive, compassionate and coordinated care to Veterans.




Work Schedule: Full Time, Monday thru Friday, 0800-1630

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience must include: Supervising the R&P Shared Service Unit (SSU) and administering the VISN's Federal recruitment, placement, and staffing programs. Providing expert level human resource advice and guidance on these programs to the VISN and MCs' management and staff. Reviews data from feedback mechanisms, performs analyses, summarizes information, identifies trends and develops and implements recommendations. Preparing and completing study reports and making recommendations to VISN and Medical Center MC management. Assisting in developing short- and long-range staffing plans to meet forecasted mission requirements, human capital losses, and changes in critical competencies. overseeing the daily operation of the unit, ensuring that agency policies and priorities are being followed. Training subordinate staff and VISN staff and management regarding the latest information; preparing communications regarding current and future requirements and information and serving as the VISN's policy and regulatory subject matter expert (SME) for these programs. Implementing of R&P policies and regulations; developing local policies and procedures, and brief VISN and medical centers' (MC) management on the status of these programs. Planning and directing staffing section operations. Providing guidance and rendering decisions on complex determinations unresolved by subordinates on a continuous basis through review of completed work and assessment of results obtained.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
