Summary

This position is located within Rural Housing Service (RHS), Single-Family Housing (SFH), Single-Family Housing Guarantee Loan Division (SFHGLD), Origination and Processing Branch. This Branch execute loan origination processing, loan closing, and lender communications and customer service to serve single-family housing customers across Rural America. The incumbent is responsible for the oversight and review of lender underwriting recommendations.

  • The incumbent reviews and analyzes complex underwriting home loan applications to determine if loan applications are in compliance with Agency regulations.
  • The Loan Specialist is responsible for analyzing the risk inherent in the issuance of Conditional Commitments and Loan Note Guarantees on mortgages for one-to-four family loans.
  • The Loan Specialist reviews loan applications processed by Approved Lenders.
  • The Loan Specialist review the property appraisal to determine the appropriate maximum loan amount .
  • The Loan Specialist has the responsibility for monitoring Approved Lender Underwriter and lender activities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS-11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience includes evaluating financial situations, credit risk factors and researching and applying various laws, rules, and regulations pertaining to credit; experience in reviewing and evaluating loan and/or grant applications to determine eligibility and the approval/disapproval of housing loan applications; experience providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans; Conducts on-site inspections to determine whether a property is occupied, etc. Evaluates repair proposals and property values for compliance with applicable laws, regulations, directives, etc., and for overall feasibility and soundness of economic factors. Ensures required environmental assessments are conducted and meet requirements. Reviews for approvals of repair project cost; OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience. Equivalent combination of experience and education are qualifying at this grade level.

Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
