Summary

As an Appraiser, you will conduct appraisals of real property, conducts reviews of contract and staff appraisals, and serves as a valuation consultant to the Real Property Utilization and Disposal Program.

Location of position: Public Buildings Service, Office of Real Property Utilization and Disposal, in San Francisco.

Duties

Help

Appraiser:

  • Serves as advisor and technical authority on real property valuation matters.  Provides valuation expertise to Zonal Director, Utilization and Disposal; Realty Specialists; Field Offices; and other Federal agencies on highest and best use proposals, land use plans, disposal plans, solutions to appraisal problems, questionable property evaluations, post-reviews, pre-approvals and other planning and operational activities.
  • Serves as a consultant to other Government agencies and contract appraisers regarding appraisal programs, policies, and contracts. Interprets specialized Government appraisal matters such as valuing property for special use value, valuing property without access, and valuing property for sale to other agencies.
  • Serves as the Project Manager and prepares technical contract specifications, independent Government estimates, identifies the most capable and professional appraisers available for potential contract actions, evaluates contract appraisers' proposals, review their qualifications, and makes such investigations as are necessary to determine the technical fitness of the contractors to support a decision by the contracting officer.  Recommends approval and acceptance of contract appraisal reports pertaining to: real property; personal property; machinery and equipment; and fixtures.  Recommends accepting contract appraisals and supporting procurement actions to facilitate payment for contracted appraisal services.

Realty Specialist:

  • Reviews Reports of Excess including supporting documents (land descriptions by metes and bounds, building and equipment descriptions, attorneys' title reports, appropriate descriptions and necessary restrictions/reservations on conveyance, appraisals, environmental, historical and other real property data etc.)
  • Analyzes data submitted, determines whether reports are complete, accurate, and contain all necessary plans, appropriate legal description of the property and necessary restrictions and reservations on conveyance; accepts the reports or returns them for further information or correction. Inspects properties to determine the status and condition and suitability for various uses including for compliance with use and deed restrictions.
  • Formulate highest and best use analysis based on the condition of the property, past and current use, future reuse possibilities, maintenance and operational costs, its economic potential, values (social or cultural) inherent in the property itself, and other factors controlling or directing land use (i.e., zoning, physical characteristics, private and public uses in the vicinity, neighboring 'improvements, utility services, access/roads/location, environmental and historical considerations.
  • Assist Realty Specialists in all aspects of property disposal, including the valuation, marketing, screening of real property and conducting negotiated / public sales.

The GS-13 salary range starts at $107,630 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is defined as experience appraising commercial and/or industrial real estate that includes environmentally challenged properties; and, experience drafting real estate program guidance for commercial property appraisals and/or sales.

The position requires that the incumbent holds a Certified General Real Property Appraiser certification.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

  • You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
    1. Mastery of advanced appraisal principles, quantitative and qualitative techniques, analysis and methodology for valuation of all types of real and personal property.
    2. Knowledge of real estate principles and practices; ownership rights and interests; economic and financial linkage; building construction and infrastructure components; drawings; measurements and legal permissibility.
    3. Skill in oral communications in participating in conferences, meetings, briefings, the purpose of which is to inform and often persuade the listener to accept the incumbent's or GSA's position or recommendation.
    4. Knowledge of procurement policies for developing specifications for appraisal contracts.
  • Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified.
  • We will verify your answers to the questions in your resume. If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.
  • Within each category, veterans will receive selection priority over non-veterans.
